What are the criteria for this award?
I found this:
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI MULLAPPALL Y RAMACHANDRAN)

(a) to (c): A Statement is laid on the Table of the House.

STATEMENT IN REPLY TO PARTS (a) TO (c) OF RAJYA SABHA STARRED QUESTION NO. 34 ANSWERED ON 24.2.2010 REGARDING 'CRITERIA FOR SELECTING PADMA AWARDEES'.

(a): In terms of the rules/guidelines regulating Padma Awarels, 'Padma Vibhushan' is given for 'exceptional and distinguished service', 'Padma Bhushan' for 'distinguished service of a high order' and 'Padma Shri' for 'distinguished service' in any field of activity.

Nomination for the award Is open to all. It Is the practice to invite nominations of the award every year from all StatelUT governments, Central Ministries/Departments, Institutes of Excellence and Bharat Ratna and Padma Vlbhushan awardees. Besides nominations from institutional sources, a large number of recommendations are also received from various sources like Governors, Chief Ministers, Cabinet Ministers, Members of Parliament, private institutions/bodies and individuals etc. Even self sponsored nominations are also received.

All these nominations are compiled in the form of self speaking citations and placed before the Awards Committee for its consideration. The Padma Awards Committee is constituted by the Prime Minister every year. The Committee scrutinizes all nominatlonslrecommendations placed before it and makes its recommendations for approval of the competent authority.

The basis of selection is the body of work of the individual In any given field and a view Is taken in respect of each nomination by the Padma Awards Committee. No Padma award Is conferred except on the recommendation of the Padma Awards Committee.

Press Release

Why Padma Award to the Most Controversial Late Sayedna

There was a news item in Indin Express dated January 23, 2015 that the government has decided to confer prestigious Padma Bhushan Award to late Dawoodi Bohra High Priest, late Sayedna Mohammad Burhanuddin.

Late Syedna Saheb is known, as a highly controversial personality. He and his establishment is known for repressing with heavy hand those who do not submit to his so-called religious dictates, He and his establishment shows zero tolerance for others views who do not accept his authoritarian regime. The Syedna and its establishment demands absolute obedience in every respect. The eminent human rights activists, legal luminaries and noted academicians, retired high court judges and others had constituted a commission of inquiry to inquire into the violation of human rights of the Bohras at the hands of the Syedna and prepared a detailed report known as the Nathwani Commission Report. It is enclosed herewith for your kind perusal. This was followed by another inquiry by the retired Chief Justice of Calcutta High Court Justice Tewatia. Noted journalist and former member of Rajya Sabha Shri Kuldip Nayer was also its member.

We are the members of the same Dawoodi Bohra Community trying to usher in democratic secular reforms and respect for human rights in the Dawoodi Bohra community which, today is subjected to heavy handed undemocratic rule of the Bohra priesthood who treat Bohras as its slaves. One has to compulsorily follow his dictates not only in religious but also in all secular matters and any dissent is severely punished. The reformists who insist on respect for democratic norms and human rights are often subjected to physical violence. I have been physically attacked several times. In the year 2000 I was not only physically attacked but my house and office were also completely destroyed at the instigation of the Bohra priesthood.

Hundreds of Bohra reformists had been subjected to such violence, particularly from Udaipur. The leaders of the Bohra Youth from Udaipur led a valiant fight against repressive regime of the Syedna and his cohorts. The Syedna and his cohorts. The Syedna and his establishment also collected and continue to collect crores of rupees every year from their followers and refuse to account for it. The Bohras are concerned into paying money to him. Refusal results into different forms of harassment and in much case excommunication.

May we request present government not to disgrace the Prestigious Padma Award by awarding it to a dictator with monstrous power, the late Sayedna Mohammad Burhanuddin.

Yours Sincerely,

Saifuddin Insaf

As usual, saifuddin insaf creates more unnecessary conflict and further alienates the udaipuris, most of whom do not support him.
Thankfully this new 'initiative' will gain hardly any following and will be forgotten about, just like all his other (non)bright ideas.

Secondly, there will only be a small number of signatures which is embarrassing to say the least.

Signing an online petition is not an honor, nor is it particularly difficult.
Therefore is not an indication of walking, it is still merely talking.

Walking the walk is when you go outside and do something productive in the real world.
Talking the talk is when you sit on your backside at home in front of your computer online.

‘Why Padma Award to the most controversial late Sayedna’ asks Bohra group

Mumbai, 24 Jan 2015 : In a press release , Saifuddin Insaf, General Secretary, Central Board of Dawoodi Bohra Community – Mumbai has questioned about government decision to confer prestigious Padma Bhushan Award to late Dawoodi Bohra High Priest, late Sayedna Mohammad Burhanuddin.

The media has come out with the leaked list of padma nominees which includes the 52# "syedna" , this is an outright insult to the reform movement which has worked since generations to expose the corrupt priesthood and certainly this priest cannot be honored by this award , hence I am writing a petition to the padma comitte to withdraw his nomination , for this I need evidences in the form of news clippings , newspaper reports from reliable sources to prove that this candidate is not at all worthy of this award ,hence the nomination be dismissed.

Already there is a big opposition to many of the nominees on the media , and hopefully many will be removed from the list and final list will be announced next month.

I am 100 % agree with bro Saifuddin Insaf....
There is only one quality I can see in 52 dai which is a good speaker. When I was orthodox bohra , I had like to listen his voice.
But after reading the book "The bohra" written by Asgar ali Engg, I got understand complete things about dais.
I can not see single thing which 52 dai had done "good or beneficial" for society (rather then speech).

It takes one bush to bring down Saddam Hussain....central board of dawoodi bohra community should highlight themselves in national and international media speak about how nass has never took place and Syedna has not declared anyone his successor and due to that democratically bohras would like to select a leader not necessarily from their family

No way !! Kothar or muffy maula would never refuse or decline it. receiving of the award is epic and they would turn it into a gala celebration. a huge marketing promotion. what's next. Muffay maula on the Forbes list, most influential man of the year or century ?

I am superbly impressed with kothar's marketing, organizing, logistical capabilities. the money they command and strategies they execute is bang on target and every turn of event is adding to their power and raising their standards of propaganda.

Look at the kothar's class and scale of operations. private jets, helicopters, fancy new car in every ride, bungalow in every city, farm houses in selective locales, cute buggy rides, fancy ziyafats, every second of air-time of kothari's dai is sold. Political contact ? what the heck, prime minister is in the pocket. This guys are on a roll. I wish them more success, arrogance, invincibility, aggression, opulence, extravagance and ayyashi.
