Only through love marriages, of course, and that too under the threat of the baraat and witholdin nika rasam. If nikah is not performed by the bohora clergy, nikah is not recognised. Then comes the barat of the parents, the couple, and family who associate with them. The only way out is a fat encelope. So people convert. Once the nikah is performed they can go and get married in their partners faith, whether it means going around agni or Sunni kazi, or church. They don't care.

Shia: 2 Muslim male adult.

Sunni - Maliki, Shafi'i, Hanbali: Compulsory. Hanafi: Strongly recommended, but not compulsory.
Shia - Depending on the scholar, it is either obligatory or obligatory based on precaution.
