Can some one please clarify the number of Rakats and the exact time Tahajjud Namaz is offered.
Some people say it can be after Nisfil Lail and some say it is early morning 2-3 hours before Fajar

Tahajjud namaz consists of 12 rakats with 6 salaams and duas in between. Duas inbetween are wasilas of Anbiyas and Imams.
Tahajjud namaz can be offered anytime between Nisf-ul-Layl (middle of the night) and Shafa-Witr prayers. Nisf -ul-Layl time is generally determined as the same time (albeit in the nite) as of zawaal during the day.

Now to further understand, can Thajjud be offered before Shifa-Witr and Juloos and then Fajr Farad.
What I am trying to understand is can Nisf lail and Thajuud or
Thajuud-Shifa-Witr-Juloos be combined just before Fajr.

Nisf-ul-Layl time is approx. 1 hour (ek ghadi) from the time it starts. Yes you can pray Tahajjud immediately after praying Nisf-ul-Layl. So say, Nisf-ul-Layl start time is 12:15 AM and end time is 1:15 AM. You start praying Nisf Layl at 12:15 and finish it say by 12:30. You may then choose to pray other naafil prayers (behori namaaz) or may skip them and directly pray Tahajjud. Immediately after Tahajjud you can pray Shaffa Witr prayers. Remember time for Shaffa - Witr prayers is anytime after Nisf ul layl and ends long before start for Fajr prayers.
You can pray Tahajjud from between Nisf ul layl and Shaffa Witr prayers. So to answer you, yes Nisf Ul Layl and Tahajjud prayers can be combined and also Tahajjud can be combined with Shaffa-Witr prayers. (in case you skip Nisf ul Layl)
So in short, as per my above example, you start praying Nisf ul Layl at 12:15 finish it at 12:30, directly pray Tahajjud at 12:30 and finish it by say 1:00 and then immediately pray Shaffa Witr prayers. All 3 prayers will be valid.
Now suppose you miss the Nisf time and you wake up at 1:30, you can directly pray the Layl prayers (in lieu of Nisf ul Layl ) followed with Tahajjud. OR you may skip it completely and start the Tahajjud prayers. Remember after the time of Shaffa Witr has passed you cannot pray Tahajjud.
