Indian-origin academics in UK 'dread' Narendra Modi in power, issue open letter

Around 75 professors and other academics of Indian origin working at some of Britain's prestigious institutions such as Cambridge and Oxford university and London School of Economics today issued an open letter, sharply attacking Narendra Modi and saying, "The idea of Modi in power fills us with dread".

The academics led by Prof. Chetan Bhatt and Gautam Appa of the London School of Economics issued the open letter in the UK's Left-leaning 'Independent' newspaper. "As the people of India vote to elect their next government, we are deeply concerned at the implications of a Narendra Modi-led BJP government for democracy, pluralism and human rights in India," the letter said targeting the BJP Prime Ministerial candidate.

"Narendra Modi is embedded in the Hindu Nationalist movement, namely the RSS and other Sangh Parivar groups, with their history of inciting violence against minorities. Some of these groups stand accused in recent terrorist attacks against civilians," the letter titled "The idea of Modi in power fills us with dread" reads. The letter followed a similar open letter by Indian-origin author Salman Rushdie and artist Anish Kapoor among others in the 'Guardian' earlier this month. The letter in 'Independent' published here today reads: "There is widespread agreement about the authoritarian nature of Modi's rule in Gujarat, further evidenced by the recent sidelining of other senior figures within the BJP. This style of governance can only weaken Indian democracy."

"Additionally, the Modi-BJP model of economic growth involves close linking of government with big business, generous transfer of public resources to the wealthy and powerful, and measures harmful to the poor. A Modi victory would likely mean greater moral policing, especially of women, increased censorship and vigilantism, and more tensions with India's neighbours," the letter reads. The academics represent some of the leading British educational establishments, including Oxford University's Prof. Nandini Gooptu and Prof. Joya Chatterji from Cambridge University. Like most of the other columns in the British media, the letter refers to the Godhra riots as proof of sectarianism in Gujarat under Modi, who has been the chief minister of the western state for 13 years.

"We recall the extreme violence by the Hindu Right in Gujarat in 2002 which resulted in the deaths of at least 1,000 people, mostly Muslims. This violence occurred under Modi's rule, and senior government and police officials have provided testimony of his alleged role in encouraging or permitting it to occur," the letter says.

Unknown to many in the United States, barely covered in the U.S. news media, elections in India are treated as if they have no significance. Wrong: The results affect not only India, but also the United States.

India is the largest democracy in the world. India may have a high illiteracy rate and many other drawbacks, but better than 60 percent of its people exercise their constitutional duty to vote, while the same rate in this country is usually under 50 percent.

Modi's language is saturated with Hindu piety, religious chauvinism, contempt for Muslims, and the fears and fantasies of Hindutva nationalism. This is a man who equated Muslims killed in 2002 with a puppy run over by a car. Whose popular campaign slogans are “Har Har Modi” and “Namo NaMo.” Who said that rhinoceroses are being hunted in Assam to clear space for illegal Bangladeshi Muslim immigrants. Who referred to Rahul Gandhi as “Shehzada” and Sonia Gandhi as “Sultana” — using Persianate terms in Urdu for royalty to designate, at one go, the dynastic nature of the Nehru-Gandhi family as well as the “foreign” origins of its most prominent members. Who dismissed genocidal violence against Muslims as the “reaction” of the “action” that consisted of the Godhra train fire in which 59 Hindu kar sevaks returning from Ayodhya were killed in February 2002 — the infamous kriya-pratikriya remark.

This is the man who characterised relief camps for displaced 2002 survivors — most of them Muslim — as “baby-making factories.” These are examples of phrases not including his innumerable personal insults and digs at rival politicians, notably Aam Aadmi Party leader Arvind Kejriwal (whom he called “AK49” — alluding to the 49 days of his Chief Ministership of Delhi from December 2013 to February 2014, and simultaneously to the AK47 rifle used most often in Kashmir’s separatist militancy for the past 25 years, thereby implying that Mr. Kejriwal is an anti-India insurgent of sorts).

Many times it is not Modi himself but his henchmen, admirers and self-appointed spokespersons, who speak in terms of revenge rather than reconciliation, of invasion versus indigenousness, when talking about Muslims and Hindus. They say we have to count how many prominent Muslims are joining the BJP, as though the opportunism of a handful of elites is any indication of the options that are or are not available to millions of disenfranchised members of a beleaguered minority. They say Modi has learned respect and moderation, as though pretence, affectation and mendacity during election-time are simply unheard of tricks that we would never expect from our politicians when they go out seeking votes.

Do we really want to forget, ignore, misrepresent or deliberately misunderstand these and many other highly inflammatory words of Modi and his coterie? Should we be a party to what Dr. Bromwich called the “euphemistic contract” between the Modi camp and some sections of the media as well as influential opinion-makers? Do we want to fall prey to the Lady Macbeth syndrome, washing and washing those bloodstained hands so as to give over the reins of power to them in coming weeks? In the American context, discussing President George W. Bush’s “war on terror” after 9/11, Dr. Bromwich wrote: “Democracy exists in continuous complicity with euphemism.” Indian democracy too, and especially its most vocal proponents, the liberal intelligentsia, seem to have developed an alarming love of euphemism that is taking our polity further and further away from both moral responsibility and political judgment. It’s time to call a spade a spade, before it’s too late.

Another ‘Gujarat model’

A study on untouchability practices in 1,589 villages in Gujarat provides critical data for the Dalit movement to shape its interventions at the national and international levels.

A Comprehensive Study of Practices and Conditions in 1,589 villages", conducted in Gujarat by the Navsarjan Trust, an organisation that promotes the rights of Dalits, in collaboration with the Robert E. Kennedy Centre for Justice and Human Rights, puts together staggering data on the obnoxious practice that gets neglected by both the State and Central
governments. The survey was conducted from 2007 to 2010.

A sample of the findings indicates how deep the rot is. In 98.4 per cent of the villages surveyed, inter-caste marriage was prohibited, and inter-caste couples would be subjected to violence and would often have to leave the village. In 98.1 per cent of the villages, a Dalit could not rent a house in a non-Dalit locality. In 97.6 per cent of the villages, Dalits touching the water pots or utensils of non-Dalits was considered defilement. In 97.2 per cent of the villages, Dalit religious leaders would never be asked to perform a religious ceremony in a non-Dalit area.

A practice most prevalent across all the villages examined (at 98 per cent) was the failure to serve tea to Dalits in non-Dalit households. Even if tea was served, it was done so in a separate cup called "rampatar"--vessel of Ram.

In approximately 96 per cent of the villages, Dalit labourers were served lunch separately from other workers. Any leftover food touched by them was thrown away, untouched by any non-Dalit. Further, in 94 per cent of the villages, when the community gathered, Dalits were asked to sit in a separate place to eat, to bring their own plates, or to eat after non-Dalits had finished.

With regard to practices concerning religious activity, the study suggests that in almost all of the villages surveyed (97 per cent), Dalits were not allowed to touch articles used for religious rituals. In 96 per cent of the villages, non-Dalits would not come to Dalit localities to perform religious services.

The report states that in 90 per cent of the villages, Dalits were not allowed to enter public temples. In 92 per cent of the villages, *prasad*, or a portion of the food offered to the deity, was thrown to Dalits without any physical contact.

The study also found that in approximately 96 per cent of the cases, it was forbidden for a Dalit to enter an upper-caste house.

In less than half (44 per cent) of the villages, it was considered defilement if Dalits splattered water on a non-Dalit even at common bathing places or when a Dalit washed his or her hands or clothes. Additionally, in 38 per cent of the villages, a Dalit even accidentally touching a non-Dalit was considered defilement.

Some of the clearest forms of vertical caste discrimination were in restrictions with regard to private and public spaces. In 87 per cent of the villages surveyed, Dalits were not allowed to hire cooking pots for wedding ceremonies. Further, Dalits could not use the services of local barbers (in 73 per cent of the villages), potters (in 61 per cent of the villages) and tailors (in 33 per cent of the villages).

In 29 per cent of the villages, Dalits were denied access to common wells or taps, and in 71 per cent of the villages, there was no water tap in the Dalit area of the village. "Given that water is essential for so many aspects of life--especially in a rural context --this form of discrimination is especially inhuman. Particularly astounding is that, in 10 per cent of the villages, Dalits were not able to receive the services of the village's private doctor, even though failure to do so is potentially fatal," says the report.

*Horizontal discrimination*

The researchers also highlight a few practices that are not in the index. For instance, in 95.8 per cent of the villages, Dalits belonging to a dominant sub-caste would enforce the practice where lower sub-caste Dalits must remove carcasses. In 92.4 per cent of the villages, all Dalits did not have access to Dalit burial grounds. In 91.4 per cent of the villages, lower sub-caste Dalits had to collect the clothes discarded at burials, and they are expected to wear them as their clothing. Dalit children were always segregated and made to sit separately in classrooms.

Akin to vertical discrimination, but apparently not as severe, is the discrimination by a Dalit against another Dalit. The report says that in almost all villages, lower sub-caste Dalits had to sit separately from the rest of the Dalit community during special meals. In 78 per cent of the villages, lower sub-caste Dalit farm workers were not provided with water on a higher sub-caste Dalit's farm. "With regard to perhaps the most valued of resources, those at the bottom are consistently discriminatory toward others who share their plight," the report says.

Another most prevalent form of horizontal discrimination concerns religious activity. Specifically, in 80 per cent of the villages, lower sub-caste Dalits were not allowed to sit with higher sub-caste Dalits when a religious discourse was on even if the discourse took place in the home of a Dalit.

In 64 per cent of the villages, despite there being a law that reserves a certain proportion of seats for Dalit panchayat members relative to the Dalit population, including having a provision to elect a Dalit head of the local governing council, lower sub-caste Dalit members of the panchayat had to often sit on the floor.

Other forms of discrimination include Dalit midwives refusing to assist lower sub-caste Dalits or some others refusing to be treated by lower sub-caste nurses. An important area of concern is Dalits' access to *gauchar *land, a public grazing area, which is required for their livelihood. In 59 per cent of the villages, *gauchar *land access was restricted to lower sub-caste Dalits. In some cases, lower sub-caste Dalits were not allowed to dance at a Dalit-specific village celebration.

Hindutva Core of the BJP

An election campaign on development has done nothing to change its Hindutva core.

The Narendra Modi-for-prime minister campaign has been managed so tightly with a single-minded focus on “development” that many observers have been surprised that in recent weeks there has been a sudden resurgence of Hindutva voices sending out messages of violence and hate. First, there was the speech by the Bharatiya Janata Party’s (BJP) Uttar Pradesh in-charge and Modi loyalist, Amit Shah, calling upon the Hindu voters of western Uttar Pradesh to take revenge on those who had violated the honour of their womenfolk (which is normal Hindutva code for Muslims). This was followed by Mukhtar Abbas Naqvi claiming that the BJP will build the Ram temple in Ayodhya. Then BJP’s Jharkhand and Bihar leader, Giriraj Singh, warned that once Modi becomes the prime minister, all those who oppose him (referring to the Muslims, yet again, but also to “secular” Hindus) will be sent off to Pakistan. If former BJP president Nitin Gadkari shared the stage with Giriraj Singh while he made these comments, Narendra Modi himself smiled benignly in Mumbai when Shiv Sena leader Ramdas Kadam called Muslims traitors and warned that they will be taught a lesson once Modi assumed power. There have also been exhortations that if Hindus do not vote for Modi this time then their existence is threatened. The media outing of the speech of Vishwa Hindu Parishad leader Pravin Togadia calling on Hindus in Bhavnagar to usurp Muslim property was yet another example of an anti-Muslim tirade, even if it was not part of Modi’s election campaign.

It must be remembered that while these statements have taken the focus away from the development slogan, Modi’s election campaign has always existed on a bedrock of Hindutva support. The makeover of Gujarat Chief Minister Narendra Modi from aggressive Hindutva icon to a proponent of “development” can be traced back to about 2007. That was when the international public relations firm APCO was hired by the Gujarat government to market the state as a preferred destination for capital and to promote Modi as “business-friendly” development-oriented administrator. It was thereafter that the line of top Indian industrialists started the “Modi-for-PM” chant. Not surprisingly, each of those who joined this chorus had received exceptional incentives from the Modi dispensation in Gujarat – land at throwaway prices, government support in “clearing” environmental and labour protection rules, tax breaks, etc. Already, by the 2009 elections, there was a demand that Modi be nominated as the prime ministerial candidate of the BJP, but it was still not strong enough to steamroll opposition within the party.

Over the last five years, the Modi campaign (which, it must be remembered, is distinct from that of the BJP) has worked with a single-minded focus on making the Gujarat chief minister the unquestioned candidate of the BJP and building enough of a push from outside to get him the prime ministership. One of the central strategies of this campaign has been to mould Modi as a political leader focused on “development” and to put up Gujarat as the model state for development. Gone was the Narendra Modi who justified the killing of Muslims in Gujarat through the Newtonian action-reaction metaphor, who (in)famously spoke of the refugee camps of the riot victims as “child producing factories”, who launched the Gujarat Gaurav Yatra to instil “pride” over the defence of “Hindu honour” in the 2002 riots.

Despite this development makeover, Modi has never disowned his Hindutva politics and his campaign has tried to use communal violence and prejudices to consolidate “Hindu” votes (successfully in Muzaffarnagar and not as successfully in Kishtwar). It has been a fine balancing act, with Hindutva consolidation being conducted largely below the media radar while the official message, amplified through a hundred talking heads on television and thousands of sponsored accounts on social media, has continued to state that development is above religious affiliation and that the “rising tide lifts all boats”. It may not be too much of an exaggeration to state that Narendra Modi’s campaign for prime ministership has been India’s first public relations curated, media-driven operation.

The recent shrill Hindutva rhetoric has alarmed many of those who had bought into the Modi propaganda and has led to calls to “rein-in the fringe” and “control the extremists”. Five years of Modi-for-PM public relations and many seem to have forgotten that Hindutva has always been, and remains, the core of the BJP and Narendra Modi. It is talk of development and a certain liberal veneer that is the fringe, masks which Modi and the BJP have put on to make themselves electable, to get the non-Hindutva voters to believe that they have abandoned, substantially if not symbolically, their violent, sectarian ideology and politics. It would be foolhardy to forget that the BJP remains wholly under the control of the Rashtriya Swayamsevak Sangh (RSS), pursuing an agenda set by it. The RSS had to officially forsake politics in order to placate Sardar Vallabhbhai Patel into lifting the ban on it in the aftermath of Mahatma Gandhi’s assassination. It was a consequence of that tactical withdrawal that it started doing its politics through the Bharatiya Jan Sangh. The Jan Sangh’s inheritor, the BJP, continues to be the “electoral front” of the RSS, just like the Akhil Bharatiya Vidyarthi Parishad is its students’ front, the Bharatiya Mazdoor Sangh is its trade union front and the Vishwa Hindu Parishad is the front for organising those at the “margins” of Hindu society through the mediation of religious figures. The BJP winning elections means that the RSS will control governmental power and state institutions, nothing less.

The slipping of the Modi-for-PM campaign’s “development” sheep-skin is perhaps only an indication that the election race is now in its final laps and the limitations of focusing only on the liberal fringe are beginning to slow it down.

Thoughts to Ponder upon, my 2 cents !

It is in the best interest of Muslims that Narendra Modi should not occupy the Prime Ministerial chair as he is a known devil who has inflicted irrepairable damage on the community at large. His atrocities are well documented and even NGOs, Human Rights organisations, Amnesty International and various International forums have condemned his actions in no uncertain terms. He has torn apart the social fabric of India by spewing loads of venom on Muslims via his innumerable hate speeches and is solely responsible for instigating violence against the community.

Modi is an RSS pracharak who has systematically alienated Muslims from mainstream Indians. RSS alongwith its political arm BJP have succeeded in making Gujarat the Hindutva laboratory under the guidance of its stooge, Modi. The burning of S-6 coach of Sabarmati Express which carried RSS cadres and the subsequent blame on Muslims helped Modi and BJP trigger the infamous Mass Genocide in Feb 2002. The arms of law will never reach the real culprits behind the burning of the coach as the incident was meticulously manipulated by the local law enforcement agencies although there are ample theories which prove that the coach was burnt from inside and no outside elements were involved. It is also well documented as to how the concerned Police officer Noel Parmar fabricated evidence by taking forceful confessions of the petrol pump attendant thereby implicating Muslims for the alleged incident.

Modi had purposely transported the burnt corpses from Godhra to Ahmedabad in order to instigate Hindus which resulted in a severe backlash on Muslims. The local Vishwa Hindu Parishad (VHP) leader, Jaideep Patel gathered a mob of thousands of Hindus which went on a killing spree and in no time the entire state of Gujarat was engulfed in flames. It is important to note that thousands of Hindus were mobilised in just a few hours and were ready with trishuls, guns, swords, petrol, kerosene, gas cylinders, bombs and knives. How could such a large mob gather in every corner of Gujarat in a span of a few hours ? This clearly proves that the Genocide was planned well in advance and needed just a trigger which was provided by the burning of the train coach (by unknown sources).

Not only were the innocent muslim men hacked to death and burnt alive but even the muslim women were gangraped, trishuls and other objects pierced in their private parts and the stomachs of pregnant women were slit open, their unborn babies were carried on trishuls and subsequently set on fire (This has been confessed by the VHP leader Babu Bajrangi on camera in a sting operation done by Tehelka). The mob even forcefully put petrol in the mouths of 8/10 year old Muslim kids and lit them with matchsticks due to which the kids exploded like bombs.

The police control room was monitored by Modi’s aide Amit Shah and other ministers in his cabinet who made sure that police force didn’t attend distress calls from Muslims and gave a free hand to the rioters.

The dance of death was allowed to continue for a few days by Modi who defended it by citing Newton’s law “Every action has a reaction”. The atrocities are so large in numbers that it would need a whole book to cover the same. Muslims who lived in Gujarat since decades were uprooted from their homes and their establishments burnt. The riot effected Muslims which numbered around 2,00,000 were forced to take shelter in relief camps which were run by NGOs and Muslim organisations without any help from the Gujarat government. Neither did Modi condemn these atrocities nor visited the relief camps EVEN ONCE nor apologised for his government’s failure in containing the violence. This clearly and explicitly proves that the Mass Genocide was engineered by Narendra Modi due to his hindutva leanings and for political gains.

Inspite of such clear cut evidences and volumes of proof, majority of Indians, especially the younger generation is overwhelmingly supporting Narendra Modi who was famously called the modern day NERO by none other than the Supreme Court of India which even transferred many sensitive cases outside Gujarat as it realised that Justice will not be done in Modi’s Gujarat. There is a tremendous hype about Modi’s so called Gujarat development which in reality is a farce and utter lies fabricated by FEKU MODI, the statistics of which are available online and which proves that there is nothing extraordinary about the Gujarat development, infact in many instances it lacks far behind various other states like Maharashtra and MP. Gujarat was always a prosperous state even under the Congress regime because the Gujarati community is business minded and have the ability to run successful businesses even under adverse conditions and non friendly governments. The glaring example is Uganda wherein the Gujaratis did roaring business even under the regime of the eccentric dictator Idi Amin. So when the Gujaratis can succeed under the likes of Idi Amin so why cant they replicate their success under Congress or BJP regime. Hence, the credit of Gujarat’s prosperity goes to the local Gujaratis and not the two bit chaiwala Modi.

It is also shameful that respected businessmen like Narayan Murthy of Infosys and Ratan Tata of the Tata group shower praises on a person whose hands are soaked in blood of thousands of innocent Muslims. People had great regard for Ratan Tata who is known for his philanthrophy and who had pledged crores of rupees for the victims of 26/11 wherein the Pakistani terrorist Ajmal Kasab had stormed his Taj Mahal Hotel. He had personally visited the victims in hospital and the families of the deceased and donated handsome amounts not only for his employees who had suffered but even for the roadside vendors who had lost their livelihood. Did Ratan Tata ever condemn the Gujarat Genocide ? Did he ever visit the relief camps ? Did he give any money to the victims families although he established a multi billion dollar plant in Gujarat ? He was more concerned about getting land in Modi’s Gujarat at throwaway prices and availing benefits of billions of rupees by way of tax benefits and subsidies. The manner in which huge tracts of land have been given to industrialists like Adani at throwaway prices and his meteoric rise in Modi’s Gujarat is also well documented.

It is even more shameful that Muslims like Zaffer Sareshwala never miss an opportunity to praise and promote Modi because he is more concerned about his business in Gujarat rather then the plight of his muslim brothers, he owns a BMW showroom and runs a stock broking firm, M/s.Parsoli Corpn having a majority Hindu clientale. We also have Muslim BJP leaders like Shahnawaz Hussain and Mukhtar Abbas Naqvi (BJP’s General Secretary) who have not spoken a word against the mass killings of Muslims in Gujarat.

The Bohra muslims are not far behind as we have their religious head who felicitates Modi in Masjids, drapes a shawl around him and gives him a cheque of more then a crore of rupees, he never forgets to invite the murderer on his birthdays and his followers led by his sons celebrate Modi’s birthdays by cutting cakes along with chants of ‘Allahu Akbar’. The gullible Bohras are hoodwinked into believing that this is for the benefit of the community although it is only about securing his own properties in Gujarat and facilitating transfers of billions of rupees collected in various Dargahs across Gujarat (maximum number of Bohra Dargahs are in Gujarat) and also the money extorted from Bohras by way of wajebats, ziafats, hadiyats and mafsusiyats. It is also about ensuring the smooth passage of yearly zikras, Mohurrum vayez and various milads in which there is a massive show of strength and steady flow of billions of rupees.

One has to just sit back and see whether the Dai’s PR marketing has had any effect on the average Bohras of Gujarat ? The answer is a plain NO because even today Bohras, alongwith other muslims cannot buy a house or shop in hindu dominated areas of Gujarat. In case of riots, when a hindu mob unleashes terror on Muslims it doesn’t differentiate between Shias, sunnis, bohras, wahabis or salafis, it attacks ANY muslim irrespective of the sect. This has been proved in 1992 and 2002 wherein even Bohras were killed, their cars burnt and their shops gutted, bohras of Dahod had suffered heavily.

There is an old saying that “Enemies are within you and not outside you” which is what we see today. The Aga Khan, inspite of being labelled a non-muslim by many sects deserves highest praise and accolades for his stand on Gujarat. His community had suffered heavily in Gujarat during the post Babri Masjid demolition riots but inspite of that he didn’t lick Modi’s a@@e, he not only distanced himself from Modi but saw to it that his followers were protected during 2002 Genocide due to which there were almost zero casualties amongst Khojas. He didn’t felicitate Modi because HE DIDN’T HAVE TO as he had no vested interest in Gujarat, all that he needed to do was to protect his followers which he did. There is a beautiful Khoja township in a “Hindu dominated” posh area of Surat at Ghod Dod Road known as Karimabad where his followers have their own beautiful houses and jamatkhanas and live peacefully without any fear of the neighbouring hindus. Aga Khan’s actions shows that it requires good INTENT without selfish motives to achieve good results.

It is very sad that nowadays worldly comforts precedes humanity as people are more concerned about their economic conditions rather then human conditions. Any sane person who has a drop of humanity in him would outright reject Modi as what he has done is not only a blot on India but humanity at large. Even Hitler was an excellent statesman and a good administrator but would any person having the slightest humanity in him would ever vote for him after what he has done to millions of jews who were killed in gas chambers ? Why doesn’t the same rule apply in present times ? It is only because of the hectic Hindutva propaganda of BJP, RSS and Modi that the present day youth feel that Modi is their saviour. This perception has been drilled into their minds due to the constant hammering by saffron brigades. It is extremely important to note that Modi came to power in Gujarat almost 3 times by a thumping majority although there was no development issue at that time. The Gujaratis voted him to power because he had successfully implemented Muslim’s mass genocide, the killings were his ONLY scoring points !! The Gujaratis rewarded him for killing Muslims en masse and BJP succeeded in establishing a hardcore Hindutva laboratory in the state of Gujarat, a model which they want to replicate across India.

Doshipura is grabbing headlines, not for erratic electricity supply in the merciless summer. The locality is in the news because of its large number of Shias openly rooting for Narendra Modi.

Of the 3.50 lakh Muslim votes here, Shias account for around 40,000 and a huge chunk lives in Doshipura. Unlike Sunnis whose votes are likely to be divided between Congress and AAP, Shias have decided to vote BJP. Small wonder, that BJP's Ravishankar Prasad flaunted a dozen Shias to the media during his recent visit to the city. Local BJP units are approaching the Shia anjumans (religious committees which observe the Imam Hussain's martyrdom during Muharram) in the city.

Since practically every Shia is affiliated with one anjuman or the other, this strategy seems to be working. "Shias usually follow the anjuman's decision and we've decided to go with BJP," says Burer Ali of Anjuman-e-Jafaria.

Like BJP volunteers who'll man polling booths as "booth prabharis", Shia volunteers too will ensure their community voters reach polling stations.


"We don't fear Modi. Congress and other so-called secular parties have kept Muslims in fear of BJP. This time especially in Modi's fear, but we know he won't harm us," says Haider Abbas, president, Akhil Bhartiya Shia Mahasabha and Rajnath Singh's pointsman for Shias.

Abbas claims he was instrumental in organizing senior Shia cleric Maulana Kalbe Jawwad's meeting with Singh in Lucknow where Jawwad likened Singh with Atal Bihari Vajpayee.

BJP's local unit depends heavily on Abbas's network and popularity among Shias. But why are Shias backing Modi even as most Sunnis are opposed to BJP's PM candidate?

"Traditionally, Shias don't go where Sunnis go," says a Shia leader in Varanasi. "Politically we have seldom been together. So when we saw Sunnis opposing Modi, we decided to back him."

Secrets of the 'M'pire


THE WEEK did a reality check on the Gujarat Model of development and Modi's claim of clean governance.

It was a grim start. In February this year, the anti-corruption bureau of the Gujarat Police arrested Kalyansingh Champawat, who allegedly has close links with the BJP, for allegedly running a government job racket in Gandhinagar.

He was arrested with Rs.1.43 crore, allegedly collected from candidates who had applied for the post of talathi-a village-level revenue officer. Sources say the average 'price' of the job was Rs.10 lakh.

THE WEEK met a candidate from Viramgam village in Ahmedabad. “Two days before the exam for the post, I was asked to pay Rs.18 lakh,” he says, adding that he could not make the payment. “Candidates who had paid for the post were asked not to answer question nos.10, 25 and 37; that was the code.”

When the issue was raised in the Assembly, Revenue Minister Anandiben Patel denied any association with Champawat, who runs an institute named Smart Training and Research Centre in Gandhinagar. The BJP's state unit also denied reports that he was a party member.

THE WEEK, however, has a copy of Champawat's application for the Gandhinagar North Assembly seat during the 2012 state elections. He states that he has been the chief trainer at RSS and BJP camps.

“Modi charges Rs.10 per person to listen to his speech and his aides charge Rs.10 lakh for a post of talathi,” says Gujarat Congress president Arjun Modhwadia. “This case alone exposes the fake claims that Modi makes [about employment generation].”

The Gujarat government had invited applications for 1,500 talathi posts, which offers a monthly salary of Rs.5,300. Official records say 8,40,000 applications were received in a matter of days.

Gujarat Congress spokesperson Manish Doshi says, “These are the educated, unemployed people registered with the state employment exchange. At least, three times more are not registered; so the total figure will be about 30 lakh.”

In fact, one of Kejriwal's primary charges against Modi has been his “lies” about low unemployment in Gujarat.

A week before the job scam broke, Prof. Hemant Shah's book Sachchai Gujarat Ki, which rips apart tall claims of the state government, was released by Suresh Hosbet, former judge of the Bombay High Court, in Ahmedabad. “During 1960-80, Gujarat's growth rate was 1.04 per cent higher than the national growth rate,” says Shah. “Though the figure rose in the subsequent years, during 2002-2012, it decreased to 1.26 per cent higher than the national growth during 2002-2012. We are actually back to days of 1960s.”

The economics professor also points to an advertisement of Mukhyamantri Amrutam scheme of the Gujarat government, which says 39 lakh families in the state are below poverty line. “So, where is the big claim of poverty alleviation under Modi?”

Shah takes at a dig at Modi's claim of transparent governance, too: “The state has just three deputy information commissioners in the state, while actually eleven are needed. Thousands of RTI applications are pending.”

Lack of transparency regarding the state's association with corporate giants has, in fact, been the biggest charge against Modi.

The shifting of Tata Nano car project from West Bengal to Gujarat made headlines, and still continues to do so. “The kind of terms that the Gujarat government agreed to raises serious questions,” says Gautam Thakar, general secretary, People's Union for Civil Liberties, Gujarat.

Sources say 1,100 acres, reserved for a veterinary university, was allotted to the Tatas at Rs.900 per sq.m, while the market rate was Rs.10,000 per sq.m. “How and why did the Gujarat government agree to give a loan of Rs.9,570 crore to the company and that too at an atrocious interest rate of Rs..10 per cent with a moratorium of 20 years? This is ridiculous and illegal,” says Thakar. He points out that the loan amount was 4.25 times the project cost of Rs.2,200 crore.

Another controversial case is allotment of 41,62,36,924sq.ft land to the Adani Group in Kutch district. The state's revenue ministry accepted that large tracts of land were given at prices ranging from Rs.1 to Rs.32 per sq.m. It, however, argued that only wasteland had been allotted to the group.

“What is shocking is that, after demarcating the allotted land into sub-plots, the Adani Group gave them to other companies, including some public sector companies, at Rs.800 to Rs.10,000 per sq.m,” alleges Modhwadia, adding that the loss to the exchequer is so huge that it cannot be calculated on normal calculators.

Civil activist Mahesh Pandya alleges that the Adani Group sold land to Indian Oil Corporation at Rs.8,000 a sq.m. “There are more examples,” he says. “Why didn't the state government sell it directly to these companies, instead of helping the Adani Group earn billions?”

In Gandhinagar, the state capital, too, land was allotted to industrial groups without auction or a uniform policy. Documents of the public works and revenue departments show that K. Raheja Corp. Pvt. Ltd was allotted a plot of 3,76,561sq.m at Rs.470 per sq.m. The group had requested the district collector to allot the land for setting up an IT park, on February 15, 2006. The deal was sealed on May 8, 2006.

In contrast to the speedy allotment, the Southwest Air Command of the Indian Air Force, which had sought land from the Gujarat government on May 4, 2001, was allegedly made to go through red-tape that would leave any Indian red-faced.

Eventually, after the PMO's intervention, the Air Force was given land at Rs.1,100 per sq.m-more than double the price paid by the Raheja group. The official argument, however, was that the plot given to the Raheja group was rural wasteland, while the area sought by the Air Force was urban, though both came under Gandhinagar district.

Modhwadia, however, does not buy it: “This shows what kind of priorities Modi has. Allotment of land without auctioning is a complete breach of the Central Vigilance Commission's guidelines and prevailing laws.”

RTI activist Karu Odedra alleges that many of the plots allotted in the name of industrial development remain untouched. “Corporate groups such as Raheja, DLF, ICICI, Satyam and Puri Foundation have not developed the land alloted to them,” he says. “They are holding the plots and waiting for price appreciation.”

Under pressure from the opposition, which raised 17 allegations of scams, the state government appointed an inquiry commission headed by retired judge M.B. Shah on August 16, 2011. It accepted affidavits and documents from people till September 2011.

“I had all the documents, but the commission wanted every single page to be notarised,” says Thakar. “I tried to find a notary for 44 days, but they were scared. On the last date for submission, I found one. When I reached the registrar of the commission to submit, he called me a Congressman and questioned my locus standi. I showed him the Constitution and the documents were accepted after a lot of effort to discourage me.”

The commission worked for a year. Activists say Justice Shah was apathetic. “For instance, the commission asked us to produce the corporates and officials concerned before it, instead of summoning them,” says Thakar.

The commission submitted its interim report to the chief secretary on September 29, 2012. “The state cabinet accepted it on October 2 and, the next day, the BJP spokesperson announced it as a 'clean chit' to the government,” says Thakar. The report, however, is yet to be tabled in the Assembly. “There are many such reports, but of no use,” alleges Pandya.

In 2010, Gujarat's forest ministry accepted in its reply to a starred question that the deputy conservator of forests had recorded a punishable offence by Essar Steel Company Ltd. It, however, was settled by imposing a fine of just Rs.20 lakh.

In 2013, a Comptroller and Auditor-General's report noted that the fine was “not justifiable”. “The delay in regularization of encroached government land coupled with levy of ad-hoc penalty at lesser rates in the case of Essar Steel Company Ltd resulted in short recovery of Rs.238.50 crore.” The CAG noted other deviations from rules, too, to benefit industrial groups, including Reliance Industries Ltd.

In Surat, a century ago, farmers had donated land to establish a seed farm, under Navsari Agriculture University. But Chhatrala (India) Hotel Group Ltd signed an MoU with Gujarat government during an investment summit to set up a Rs.500-crore, seven-star hotel in Surat. “The land marked for NAU was re-vested to the revenue department to be given to the hotel group, without concurrence of NAU,” alleges Gujarat opposition leader Shankersinh Vaghela.

The principal secretary of revenue department suggested that the land be allotted at Rs.15,000 per sq.m, but the municipal corporation demanded Rs.44,000 per sq.m. The matter went to the Supreme Court, where the Gujarat government agreed to increase the price to Rs.35,000 a sq.m.

“Finally, the 65,000 sq.m plot of NAU was given away for Rs.224 crore, against the market value of at least Rs.750 crore,” alleges Modhwadia. And, like many other allotments, this land, too, is yet to be developed, notes Odedra.

Documents submitted to the Shah Commission show that 8,00,000 sq.m land in Surat's Hazira region was allotted to Larsen & Toubro for just Rs.1 per sq.m. “This is the most prime location in Hazira's industrial zone,” says Modhwadia. “Had the government auctioned it, the plot would have fetched thousands of crores. Giving land at Rs.1 per sq.m is like a gifting it away.”

Another allegation of 'gifting' was the allotment of 24,0.21 hectares to Archean Chemicals Ltd and 26,746 hectares to Solaris ChemTech in the Rann of Kutch for manufacturing salt and salt-based chemicals, at just Rs.150 per hectare. Also, the allotment drew a lot of attention, as the land lay along the Indo-Pak border, and security concerns were allegedly overlooked.

The CAG report also slammed the Gujarat government for irregularities in land allotments. “The prices were fixed by various committees; the norms prescribed for fixing the price of land were found to be unrealistic in some cases,” said the report. “It was also observed that these norms were not adhered to in some cases. Thus, there was no uniformity in fixing prices of lands alienated.”

Allegations are not limited to land. While the Gujarat government has a policy in place to give fishing rights of the dams only by auction, Fisheries Minister Purshottam Solanki gave 58 licences for 38 dams for an annual fee of Rs.2 crore, on first come, first served basis.

The Gujarat High Court, however, cancelled the 58 licences, and ordered fresh auctioning. They were auctioned for Rs.400 crore. The court had indicted Solanki in 2008, but he continues as a minister.

Modi's air travel, too, had come under criticism, as an RTI query in 2007 revealed that between February 24, 2003 and July 1, 2007, he had taken 100 private chartered flights. They included trips to Singapore, China, Hong Kong, Australia, Russia and Switzerland.

“He was accompanied by top corporate officials in most of the visits. All this is suspicious,” alleges Modhwadia. Though the state government defended that the trips were made to attract foreign investment to Gujarat, the 'suspicion' is still in the air.

Vaghela says the most frustrating thing is Modi's silence over such issues. “He has not spoken a word in the Assembly in the past 13 years. He has never participated in any debate over any bill, nor has he replied to any question in the Assembly. Why this silence?”

That is what Gujarat's social activists and now Kejriwal and Co. have been asking, too.

And Modi should know that the more he keeps quiet on reality, the more will be the 'noise' over his rhetoric.

This petition is also supported by non-voting citizens and NRIs, other PIOs and Overseas Citizens of India and tens of thousands of others interested in India's democracy, secularism, human rights and the welfare of all Indian residents and social justice.

We, concerned citizens of India, are alarmed by the divisive, abusive and violent Lok Sabha election campaign that has just been concluded. Throughout the campaign, the Bharatiya Janata Party under Narendra Modi’s leadership has been especially virulent in ridiculing and insulting religious and sexual minorities, dalits and people with disabilities. BJP under Modi has also threatened constitutional bodies like the Election Commission. Dissenting voices have been intimidated and asked to leave the country.The collusion of big corporates with rank communal and authoritarian ideas, visible starkly in the poll campaign, will seep into the structures of governance if a Modi-led NDA government is formed. All opponents to this brand of politics will be hounded and hunted, as they indeed have been in Gujarat. It is only reasonable to anticipate that the policies of discrimination and ghettoisation practiced by Modi's government in Gujarat will become the national norm. Much of the mainstream media today is not only acting pliant, they are carrying a barrage of misleading facts to promote Modi, leading to legitimate fears that they may further abandon their watchdog role.

In this alarming scenario, it is imperative that you, the secular elected members of parliament ensure that the Constitution and its values, and indeed, the future of this nation, are protected. After all, secularism is not just a catchword in election manifestos. It is the backbone of our democracy.

There is nothing inevitable about the rise of Modi to Prime Ministership. The keys to formation of government in Delhi are held by all of you. We now remind some of you of the promises you have made to the people of India to stand against communalism and uphold secularism during this election campaign, which we have reproduced here. We, along with millions of citizens, voted for you because of these promises.

We appeal to you and all other secular parties to come together to ensure the formation of a secular government, and prevent the formation of a Narendra Modi-led BJP/NDA central government.

All exit polls giving BJP 272 + Seats in Coming Lok Sabha Elections.

Barack Obama faces the prospect this week of having to offer his congratulations to MODI who was barred from the United States less than 10 years ago over massacres of Muslims in 2002.

It is crsytal clear that BJP will be governing India for coming five years with the support of Hindu Supermasict groups like RSS, VHP etc. etc.

In 2002 Modi has committed "crimes against humanity and other serious human violations of human rights, although he denies that.

Congress is on the path of self destruction. Arvind Kezriwal is novice & he did sucide by quitting Delhi.

Tough time for Muslims in India.

No one is sure about Bohra's prospects under MODI rule although he shared common platform

with Syedna.
