Giriraj Singh Wanted to Send PM Critics to Pakistan. Now, He is Minister.

Giriraj Singh, 63, of the BJP, who was made a Minister of State for Micro, Small and Medium Enterprises today, faces criminal charges for allegedly delivering a hate speech and is out on bail. Mr Singh is a first-time MP from Nawada in Bihar.

Ahead of the national election, Mr Singh, at a rally in his home state of Bihar, suggested that after Narendra Modi became Prime Minister, his critics would be banished to Pakistan.

After that remark -a long with some others that were seen as anti-Muslim, Mr Modi, who was focusing his campaign on development and reviving the economy, had urged, "Petty statements by those claiming to be BJP's well wishers are deviating the campaign from the issues of development & good governance...I disapprove any such irresponsible statement & appeal to those making them to kindly refrain from doing so."

In July this year, two months after he won the Lok Sabha election, over a crore in cash was found from thieves who had robbed Mr Singh's home in Patna. A cousin of his publicly said the money belonged to him, and not the politician, but Mr Singh is being investigated by the state police for alleged violation of tax laws.

Narendra Modi’s Cabinet Is a Rogue’s Gallery

On the campaign trail earlier this year, India’s prime minister, Narendra Modi, appealed to voters by promising to combat corruption and clean up politics. He was rewarded with a huge national electoral victory as well as success in state elections last month.

Yet on Monday, Mr. Modi substantially reneged on these commitments when he named 21 new members to his cabinet. According to Reuters, the appointees include at least five people charged with such serious offenses as rape and rioting; a total of seven are facing prosecution. Ram Shankar Katheria, who was named junior education minister, has been accused of more than 20 criminal offenses including attempted murder and the promotion of religious or racial hostility.

According to the Association for Democratic Reforms in India, about one third of federal and state legislators face charges, and — amazingly — politicians facing criminal charges are twice as likely to win election as those who are not.

At a minimum, Mr. Modi’s decision to bring such tainted individuals into his government creates a bad impression and raises legitimate questions among voters who have demanded a government that respects the rule of law.

In a country where many people have lost faith in democratic governance, Mr. Modi also pledged to lead a “small yet effective government.”, Yet his 21 new appointees bring the cabinet to 66, not so very different from that of his last two predecessors. Some argue that since Mr. Modi has effectively centralized power in his office, the cabinet appointees are not that important.

But he told Indians he was a different kind of leader. Is he or is he not?

SBI’s $1 billion loan to Adani makes no sense, here’s why

The loan as and when it is extended would be one of the largest given out by an Indian bank for a foreign project. The question is should SBI be giving out a loan of up to $1 billion to a company which already has a huge amount of debt.

Let's take a look at how the numbers look. As on September 30, 2014, the long term debt of the company stood at Rs 55,364.94 crore. The short term debt stood at Rs 17,267.43 crore. Hence, the total debt of the company stood at Rs 72,632.37 crore.

As on March 31, 2014, the total debt of the company stood at Rs 64,979.04 crore. Hence, the total debt of the company has shot up by Rs 7653.33 crore in a matter of six months.

The total operating profit of the company over the last four quarters comes at Rs 8999.92 crore. The interest that the company has paid on its debt in the last four quarters amounts to Rs 5,733.77 crore. This means an interest coverage ratio of around 1.57.

The question we are trying to answer here is how good is the ability of the company to service all the debt that it has managed to accumulate.

As we can see, the ability of the company to keep paying the interest that it needs to pay on its debt has come down dramatically during the course of this financial year.

What all this clearly tells us is that Adani Enterprises is in an over-leveraged situation and is getting to a situation where it will find it difficult to keep paying the interest on its debt.

Further as a Reuters news-report points out “Much bigger coal rivals, like BHP Billiton and Glencore, have also shelved coal developments in Queensland at a time when a third of Australia's coal output is making losses.”

Also, coal prices have fallen over the last few years. As a recent report in The Hindu points out “Globally, coal prices have been on a downtrend in the last three years and are at the lowest levels since 2009. Prices of steam coal, a slightly lower grade that is used in power generation, have halved since 2011 to $62 per tonne now.”

Goldman Sachs expects the demand growth to be 15 million tonnes per year during 2013-2018, against 60 million tonnes per year it was at during 2008-2012.

What this tells us is that coal is not the best business to be in right now. Despite these reasons SBI has gone ahead and given a loan of up to $1 billion to Adani Enterprises. This is not a logical decision which takes into account the facts as they prevail. The only possible explanation for this decision is the “so called” closeness of Gautam Adani, chairman of Adani Enterprises to Narendra Modi, the prime minister of India.

Modi Myths Vs Hard Facts

While the Prime Minister is now exhorting the nation to set new standards in sanitation, his own record in Gujarat leaves much to be desired.

Offices of power are often breeding grounds of indestructible myths. And since the flavour of the current Indian season is Gujarat, focus is bound to be on this ‘model’ laboratory where Prime Minister Narendra Modi perfected the alchemy of success.

Like the legendary King Midas whose touch turned everything into gold, Modi possesses the uncanny ability of turning anything he propounds into a national crusade: whether it is Sardar Patel’s statue or the nation’s state of sanitation.

With the Gujarat model elevated to the status of a ‘Bible’ for administrators after BJP came to power in the country, the performance audit carried out by the Comptroller and Auditor General of India (CAG) on implementation of the sanitation campaign in Gujarat during the period 2008-13 (Modi rule) provides proof of how reality is clouded to forge myths and then build castles on it. The CAG report was tabled during a truncated two day session of the Gujarat Vidhan Sabha last week on November 11 this year.

While the Prime Minister is now exhorting the nation to set new standards in sanitation, his own record in Gujarat leaves much to be desired. According to the CAG, 5000 ‘anganwadi’ centres and 4000 schools do not have toilet facility. This despite the Supreme Court having asked for separate toilets for all schools by 2012.

No baseline surveys were carried out as mandated for preparation of project implementation plans and though there was no dearth of funds, the expenditure against it ranged between 43 and 60 per cent during 2008-13. The award money received from the centre under the Nirmal Gram Puruskar Scheme was not distributed to award-winning gram panchayats. Fudging was also noticed as the sanitation coverage in the state was only 46 per cent which was much lower than the progress reported by the department. Toilets constructed at the cost of Rs 2.80 crores could not be put to use due to inferior quality of structure and even lack of a soak pit, it noted.

The report also provides an insight into how funds were sought to be diverted for Modi government jamborees and the amount budgeted in sanitation awareness creation. “The government stated that buses were hired for transportation of public for krishi mahotsav and as awareness of sanitation and waste management was provided here so the expenditure was booked under IEC activities. The reply was not acceptable”, it pointed out, adding that “the individual household latrine targets had been inflated as the progress reports were generated on funds released instead of on actual construction”.

The Report also busted an oft-propagated Gujarat government myth that manual scavenging has been totally eradicated. “As per the census 2011 report, manual scavenging is still continuing and 1408 cases exist where nightsoil is being removed by human beings and 2593 cases by animals in various rural areas of Gujarat”, says the CAG report on rural bodies for the year ending March 31, 2013.

“Construction of Houses under the Indira Awas Yojna (IAY) were to be completed within the maximum time- limit of two years. In test- checked talukas against a target of 85,063 houses 16,722 during 2008-11 remained incomplete. The achievement did not represent a true picture as figures were not mentioned and incomplete houses were shown as complete”, the report said.

“The state government needs to investigate its educational system as many students are still deprived of their rights to education in Gujarat”, it said, while pointing out that the data available in government records was ‘not reliable and inflated”.

According to the CAG report, the model state did not have a single teacher in 57 government primary schools and only one teacher each in 383 schools. Similarly, in 223 upper primary schools, there was no teacher and 678 ones had only one teacher each. In every school with a student strength exceeding 150, a head teacher is needed and in the period under review there were 4262 vacancies against a total requirement of 9262 head teachers. Chronic shortage of amenities in government schools has seen parents shifting their children to private schools which is seen by an increase of 55.87 per cent in the number of unaided private schools between 2008 to 2013.

How much importance the state government gives to the CAG is evident from the fact that though the report was sent to the state government with its observations and suggestions in August 2013, no reply was forthcoming till March 2014. This is not an isolated case, for, almost the entire period of Modi rule in Gujarat was replete with instances of inordinate delay in response which led to the entire exercise becoming redundant.

This, incidentally is the same lineage of authority which had busted the numerous scams of the previous government in Delhi. As far as the Modi government in Gujarat is concerned, this is just one among a mountain of myths, buried in government records, that has seen the light of reality. Many more await an opportune time for exposure. After all, the memories of men are too frail a thread to hang history from!

End of the Road For Gujarat Riot Victims?

After 34 Extensions and Hundreds of Crores in Public Money, the Justice Nanavati Commission Has Predictably Denied Justice to 2002 Pogrom Victims

AHMEDABAD — Justice delayed–and denied. It seems it’s all over for victims of the Gujarat 2002 riots as Retired Justice GT Nanavati handed over his final report to Gujarat Chief Minister Anandiben Patel. Although there is no official word about the role of the then Gujarat chief minister and now Prime Minister Narendra Modi during the infamous pogrom, it is widely understood that Modi has been given a final clean chit by the commission.

According to various reports, the Nanavati Commission that submitted its final report to the Gujarat government has found “no evidence” to prove allegations of the erstwhile Modi government’s complicity in the post-Godhra carnage. The report by the two-member commission, headed by Justice Nanavati, has reportedly concluded that the Modi government was not involved in the riots in anyway.

In doing so, families of the 2002 pogrom victims say, the Nanavati Commission has ignored the clinching evidence against the then chief minister. All investigating agencies limited themselves to naming only those who were present on the spot and targeted the victims and not those who aided and abetted the killers during the 2002 communal riots.

The families of riot victims feel that the Nanavati Commission has neglected the cause of justice in concluding that those who were not present on the crime scene were not guilty although they aided and abetted in the atrocities that killed more than 2000 Muslims. Even the Special Investigation Team led by former CBI Director Raghavan had changed its view about the infamous speech of Modi at Becharaji in Mehsana district in 2002. First, they found it communal but later changed their stand. It also did not entertain evidence sent by retired director-general of police RB Sreekumar exposing laxity on the part of the state government to curtail the riots.

The Nanavati Commission doesn’t merely stop at giving the then chief minister a clean chit; it also pats his government on the back for taking “prompt action against some VHP and Bajrang Dal workers” who were present at some venues where riots took place. The commission, according to some reports, says the Modi government took prompt action and summoned the Army to control rioters. The Commission has also justified its decision of not summoning Modi for a cross-examination, saying there was no credible evidence to support the charges.

The Commission took 12 years to submit its final report yet it has let down the victims who have waited all these years for justice in vain. During this period it got 34 extensions. But the report, ultimately, concludes what most enquiries into such riots do: That the government did its best to control the riots but apparently failed to act quickly because of lack of resources and staff!

The only additional finding of the Commission, according to reports, is that the situation became worse because of media coverage of the riots and the Godhra carnage. But then shooting the messenger has become a standard practice these days.

Fr. Cedric Prakash SJ, the Director of Prashant, the Ahmedabad-based Jesuit Centre for Human Rights, Justice and Peace issued a statement saying that several concerned citizens like the late Mukul Sinha of Jan Sangharsh Manch, Sanjiv Bhatt and others have tried their level best to bring the Commission on track and ensure that truth prevails and that the victim-survivors are given justice.

“The Commission has been full of inconsistencies, lapses and loopholes. The late Mukul Sinha who cross-examined several witnesses, consistently demanded that Modi who was the Chief Minister of Gujarat at that time, had to be quizzed too. Why the Commission denied this request from Sinha and several others is yet to be explained.”

“Even though the Commission has submitted its final report, for many of the 2002 victims and survivors (and several others who have accompanied them) the Gujarat pogrom of 2002 is far from a closed chapter, said Father Cedric Prakash. The relentless pursuit for truth and justice will continue until those who presided over this carnage are brought to book, he emphasized. Only then, will they truly be able to sing our motto emblazoned on our national emblem “Satyameva Jayate” (truth alone triumphs!),” he further said.

The Vadodara-based social activist and retired professor of M S University J S Bandukwala said that the Nanavati Commission is a dark chapter in the judicial history of India. A retired Supreme Court judge, Nanavati did everything possible to see that the taint of 2002 Gujarat riots does not touch Modi. In return his two sons benefited hugely through the Gujarat Government. The other member of the panel, Justice Mehta, was appointed to the Commission after he granted bail to the notorious Babu Bajrangi in the Naroda Patia massacre case in which over 100 people were killed.

[b]The Commission got 34 extensions, yet it never once summoned someone who is seen as the principal architect of the Gujarat genocide[/b], said Prof Bandukwala. “Hundreds of crores of public money were spent on this Commission but for what purpose? I hope no judicial commissions is ever appointed in India again. The Nanavati Commission is a slap on the memory of Ahsan Jafari and more that 2000 people who died, and the hundreds of thousands who suffered at that time,” he said.

ANALYSIS: Traces of Gujarat anti-Muslim genocide destroyed – Justice be Damned!!

The big question which remains unanswered is: were these extremely crucial records – that could ensure justice to thousands of riot victims – deliberately destroyed, writes IMO Bureau Chief (Gujarat) Abdul Hafiz Lakhani.

The Indian government, according to BBC, has destroyed the evidence of the Gujarat anti-Muslim violence of 2002 right in the middle of the investigations. Obviously, it wants to protect the culprits from charges of genocide.

The Gujarat violence was one of the bloodiest chapters in India’s history. Muslims were slaughtered like animals and it is outrageous that this happened under the watchful eye of the police that acted as a happy spectator. Indeed it was Chief Minister Narendra Modi who instigated violence and was directly responsible for the death of over 2000 innocent Muslims. In an affidavit to the Supreme Court an intelligence officer had testified that Modi had himself sanctioned the bloodletting.

It was 2002. Gujarat-the laboratory of Hindutva was turned into bloodbath, powerful politicians and some high ranking police officers who were saffronised let loose the terror on Muslims. But the conspirators will never been known to the world as Gujarat’s Narendra Modi government had destroyed all related evidence of this carnage.

Nine years and on, the victims of 2002 Godhra riots are still fighting for justice and to make the matter worse, crucial riot records including phone transactions, vehicle logbooks and official movements have been destroyed by the Modi government. The victims believe that the records have been deliberately destroyed.

The Naroda Gaam case, the main complaint by Zakia Jaffri and other cases are still on. To destroy evidence as important as this is not just shocking, but illegal as well,” said Mukul Sinha,Advocate.

“The police manual clearly states that any document pertaining to a matter under judicial process shall have to be preserved until the completion of the judicial process,”

“The Gujarat government has been translating its electoral majority into immunity from legal bindings. This is a dangerous trend,”

Shreekumar had maintained a diary of his own during his tenure as state intelligence chief and had submitted it before the Nanavati-Mehta panel as well as the Supreme Court-appointed Special Investigation Team (SIT). The diary had the number of key records, but the originals are now destroyed. The diary forms the basis of Shreekumar’s affidavits, which have significantly embarrassed the state government as they establish the collusion between BJP leaders and the police at the time of the riots.

“The government is deliberately trying to hide the truth about Chief Minister Narendra Modi’s “instructions” to the police to go soft on the Hindus during the 2002 communal riots for which it is now claiming that the records have been destroyed,”

By summarily destroying the record of his crimes, Modi has not just mocked and taunted those who have tried to bring justice to his victims, he has ridiculed India’s claim to being a secular democracy that believes in justice and equality of all before law.

Modi is not merely guilty of mocking and trampling on the rule of law, he has heaped shame and abuse on the nation’s secular and democratic institutions and their ability to administer justice to all sections of society.

The immediate worry is how on earth documents and records pertaining to an ongoing investigation, under the supervision of the highest court in the land, can be thus destroyed. But that also posits the larger question the nation faced after the 2002 riots: how to deal with a situation where the entire machinery of a state can be seen to be potentially complicit in acts of communal violence?

Nepal prevents Indian Prime Minister Modi from speaking at a temple, says no Hindu propaganda

Led by Maoists, a group of 22 Nepali political parties protest Narendra Modi's decision to speak to the faithful at Nepal's Ramjanaki temple because people "fought for years to have a secular federal republic" against those who "interfere with our new Republican Constitution."

The Indian government this morning confirmed the cancellation of a visit by Prime Minister Narendra Modi to one of the most famous Hindu temples in South Asia, the Ramjanaki, in Nepal.

The decision was taken after a group of 22 Nepali political parties officially protested against what they call "religious propaganda" by the Indian Prime Minister.

Modi will still visit Kathmandu, but only tomorrow (26 November), and will only attend the South Asian Association for Regional Cooperation summit.

According to the original plan, Modi was to visit the temple today, decked out for the occasion, where he was expected to speak to Nepali and Indian Hindus.

A special procession from the Indian temple in Ajodhya - already at the centre of bloody violence against the local Muslim community - had arrived overnight to celebrate the speech by the Indian Prime Minister, who heads the Hindu nationalist Bharatiya Janata Party (BJP).

"Narendra Modi is not only the Prime Minister of India, but is also the head of a clearly Hindu party," said Ramchandra Jha, Maoist leader who led the protest politics. "We asked the governments of Nepal and India to cancel this meeting and proposed that Modi speak at another, secular venue. We fought for years to have a secular federal republic."

According to Maoist party president Pushpa Kamal Dahal, "there are many conspiracies against Nepal's secular state that are trying to interfere with our new Republican Constitution. The battle won for a secular government is threatened; we must safeguard it, and ensure that our country does not again have a state religion."

It’s RSS all the way in BJP

The Rashtriya Swayamsevak Sangh never had it so good in the BJP. After the appointment of Haryana Chief Minister Manohar Lal Khattar, who is a direct import from the RSS, party president Amit Shah’s residual team of general secretaries (after the Narendra Modi-led Union Cabinet was expanded on November 9) has mostly Sangh deputationists and former pracharaks running party affairs.

As the political arm of the Sangh, the BJP has always had prominent leaders with RSS background including both NDA Prime Ministers. But the Sangh’s influence on managing day-to-day affairs of the party has never been so pronounced, insiders admit.

The party currently has five general secretaries, of whom Ram Madhav, Ram Lal and P. Murlidhar Rao were sent directly from the RSS into the BJP. The remaining two, Bhupendra Yadav and Saroj Pandey, have close links with the RSS. Mr. Yadav, in fact, was sent from the RSS to the Akhil Bharatiya Adivakta Parishad, the Sangh’s lawyers collective, before he was brought into the BJP and given Rajya Sabha ticket in April 2012.

Mr. Madhav joined the party in July. He was the RSS spokesperson before that. Mr. Rao was sent to the BJP in 2009 as an attaché to the then party president Rajnath Singh. Mr. Ram Lal came in 2006 as general secretary (organisation), a post created especially for RSS pracharaks who act as a bridge between the Sangh and the BJP. There are several such bridges now. Mr. Shah is the first president to appoint four joint general secretaries (organisation). All four — V. Satish, Saudan Singh, Shiv Prakash and B.L. Santosh — are swayamsevaks. Mr. Prakash, who joined the party in August, was RSS kshetra pracharak in Uttar Pradesh and Uttarakhand before that. Sources said he is likely to be elevated to the post of general secretary when Mr. Shah expands his team while Mr. Madhav could find a slot in the party’s apex decision-making body, the Parliamentary Board. While Mr. Yadav is in charge of the Jharkhand elections and Bihar, Mr. Rao has been asked to look after Tamil Nadu along with his primary responsibility of Karnataka.

From the time Mr. Shah was brought in from Gujarat State politics and appointed general secretary of Uttar Pradesh and later elevated to the position of party president, he has constantly relied on Sangh men for managing elections and party affairs. During the Lok Sabha elections, he brought in Sunil Bansal from the RSS to manage the war room in Lucknow.

Mr. Bansal is now general secretary in the State which sent one-fourth of BJP’s MPs to the Lok Sabha. After the BJP’s win in the 2014 Lok Sabha polls, believed to have been catalysed by the vast network of RSS cadres, the Sangh’s influence within the party has only increased.

First 'shehzada' now 'haramzada': Modi minister communal expletive creates outrage

There's an election in the air. And in India, you are most likely to sense it from the nature of vitriol some BJP leaders pour into their public addresses.

Take for example Union Minister of State Sadhvi Niranjan Jyoti. Kicking off the party's poll campaign for the upcoming Delhi elections, the minister sought to spice up things in her speech and try pack in more punch to the usual 'our-party-is-the-best' slogan. So, she asked Delhi, "Aapko tay karna hai ki Dilli mein sarkar Ramzadon ki banegi ya haramzadon ki. Yeh aapka faisla hai" (You have to decide if you want a government peopled by the children of Ram or one full of bastards.)

Not only is 'haramzadon' a word that is scrupulously kept out of any civilised conversation in India, the implications of using it at a politically rally and against political opponents are clearly appalling. Add to that the little wordplay the 'Sadhvi' decided to indulge in - Ramzadon versus Haramzadon - and you get the BJP's poll mantra in one disturbing sentence. And that is stoking a sense of Hindu supremacy while labelling any counter-view illegitimate. The 'us' versus' 'them' strategy has reaped rich benefits for the party both in the general elections and state polls that follow making it a favourite with the party.

A day has passed since Niranjan Jyoti made the comments and no prominent BJP leader or minister has come out to denounce her statement. That's probably because the party is quite familiar to the nature of this offensive and has indulged in it time and again in the past elections.

Modi Rule Has Pushed India Into Another “Dark Age”: D. N. Jha

Professor D. N. Jha is not only an eminent historian of ancient India but also a committed activist against communalism. When the saffronisation of school textbooks was undertaken under Vajpayee's government, he was at the forefront of opposing it. The author of Myth of the Holy Cow , Jha rues that Modi, unlike Vajpayee, will go for the whole hog and will saffronise history and education as the BJP now has a full majority. In a conversation with Abhay Kumar on Wednesday evening, November 19, in Jawaharlal Nehru University, Prof. Jha calls Modi rule as a “dark age” and he, thus, urges us to fight against it.
Q. You have been a strong supporter of purging schools of communal history textbooks. How does the mode of history-writing influence society?
I disagree with those historians who claim that secular history does not have much influence on society. On the contrary, I argue that it does. For example, James Mill in his book The History of British India divided Indian history into three periods, Hindu, Muslim and British. His periodisation was based on religion, which has a lasting influence on Indian historians as well as the minds of people. Mill's categories stayed with Indian historians such as K.M. Munshi, K.P. Jayaswal and R.C. Majumdar, who wrote about ancient India . When Majumdar authored a multi-volume Indian history published by Bharatiya Vidya Bhavan, he devoted much space to “Hindu period,” promoting revivalism and communalism. It was the communal history produced by colonial historians that influenced views about Muslims being “foreigners” and Hindus being “indigenous”. The same line of anti-Muslim prejudice was expressed by Modi's recent speech when he talked about twelve-hundred years of slavery.
Q. The Hindu Right accuses the secular historian to be “sons of Macaulay” but you seem to suggest that they are “sons of communal colonial historians”.
R.C. Majumdar and others, who drew on colonial writings, talked about “the great Indian past”. The same myth of “greater India ” is being propagated by the RSS and its ideologue Dinanath Batra, who nourish an imperial ambition of redrawing the boundary of India . This is the agenda behind their talk of Akhand Bharat , which is being injected in children's minds thorough Gujarat school textbooks. The anti-Muslim attitude of the RSS was shaped by the colonial historians such as H. M. Elliot and John Dawson, who compiled The History of India as Told by Its Own Historians . They denounced Muslims, contending that they destroyed temples and prosecuted Hindus. The real purpose of Elliot's formulation was to inject a heavy dose of communalism in the minds of people of the 19th century. Let me reiterate that the supporters of “Indianisation” of histories are heavily influenced by the likes of Mill and Elliot.
Q. Prime Minister Narendra Modi claimed that the practice of plastic surgery existed in ancient India by citing the example of Ganesha. As a historian how do you interpret his statement?
Modi's statement is also found in Batra's book prescribed in Gujarat Schools. Batra states that ancient India had car and airplane or viman that brought Ram to Ayodhya. Batra and the RSS also speak of Vedic mathematics which they wish to introduce in school syllabi. But there is nothing Vedic about the Vedic Mathematics book. What is being passed as Vedic mathematics was the work of Shankaracharya of Puri, published after his death. In fact these examples show that the so-called Indianisation of history is nothing but undue glorification of “Hindu” India. Having painted the so-called “Hindu” period as “the Golden Age”, the RSS dismisses the subsequent period, the period of Muslim domination, as one of “decadence”. In other words, the “glorification” of “Hindu” period goes hand in hand with the denigration of Muslims. As historians we have long given up calling any period as a “dark age” in history but now we are pushed into another dark age by Modi rule and we have to fight this.
Q. As a historian what do you have to say about Dinanath Batra and his views on Indian past? Will you like to have a conversation with him about Indian history?
Batra is a retired school teacher and RSS pracharak . I look at him with sheer contempt. I would not sit with him for any conversation.
Q. The educational qualification of Smriti Irani was questioned by the opposition parties. What were your reactions when she took over the charge of the HRD ministry which was earlier occupied by learned persons like Maulana Azad and Professor Nurul Hasan? How strongly is she likely to carry out the process of rewriting history?
It is a paradox that a person like Smriti Irani has been appointed as the HRD minister but we cannot question this because in a democracy any citizen, irrespective of his/her educational qualification, can rise to the highest position. Unlike former HRD Minister Murli Manohar Joshi who was ideologically-driven, she is believed to be guided by others.
Q. The saffronisation of education was resisted during Atal Bihari Vajpayee's regime. After the gap of ten years, Modi has resumed the same process. Is there any qualitative difference between Vajpayee's approach and Modi's?
Vajpayee did not fully succeed in saffronising education and history-writing and the new government subsequently withdrew the earlier books. The constraints Vajpayee faced were the absence of an absolute majority. But the BJP now has got a full majority. I think Modi will go the whole hog. That is why the challenges today are much bigger than before.
Q. Apart from the right-wing forces, Marxist historiography has also been criticised by new historians, who were involved in writing textbooks after the UPA-I came to power in 2004. Would you like to comment on this?
The emergence of new group of historians is a challenge to us and we are concerned about it.
Q. Marxist historiography has got a lot of flak for ignoring the caste question. How do you respond to this?
This is partially true. But it is also a fact that we have engaged with the caste question. R.S. Sharma was the first historian to write the history of Sudras in Ancient India . Other historians like Suvira Jaiswal and Vivekanand Jha contributed to the study of caste. Both Sharma and Vivekanand Jha differed with Ambedkar on caste. I do not think there was any deliberate attempt to ignore caste.
Q. When you began your research and teaching, the Marxist historiography was perhaps the most influential. Will you accept the fact that today it is no longer so attractive?
In my writing and thinking I remain greatly influenced by Marxism. Marxist categories may not be so influential today as they used to be earlier but the general ideas about egalitarianism, which derives from Marxism, will continue to influence younger generations.

I carried out the encounter of Ishrat Jahan on the orders given by my superior, DG Vanzara testified before CBI court

It is to be recalled that Ishrat (19), a college girl from Mumbra near Mumbai, and along with three men – Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar – were shot dead allegedly by Gujarat Police near here on June 15, 2004 on suspicion that they were on a terror mission.

On the order of the Supreme Court, CBI did the probe of the encounter and found that it was cold-blooded murder in which over a dozen policemen, including IPS officers, were charged with murder and criminal conspiracy and Vanzara is one of them who got bail in another fake encounter of Sohrabuddin Sheikh and his wife. Vanzara’s submission, who was considered as a blue-eyed police officer in the then Modi-led Gujarat, may stir up hornets’ nest.

When Thousands Marched In The Heart Of Delhi To Warn Modi Govt. Of Its Anti-Poor Moves!

The Modi government came into power riding on the popular slogan of ‘Ab Ki Baar, Modi Sarkar’, and promised to lead us all to ‘Acche Din’ with a flick of our PM’s magic wand of ‘development’. What followed has left a bitter taste in the mouths of some of even those who were cogwheels in Mr. Modi’s chariot to electoral glory. What went wrong, you ask? Well, the government seems to have taken the people for a ride only to cozy up to those who oiled the machines of the said chariot and led it to victory (the people present in the march believe those were the corporations and big businesses who have made their lives miserable – Ambani, Adani et al, I am of-course just being the messenger here!). Little surprise then that the people took the slogan and cleverly turned it on its head - ‘Ab Ki Baar Hamara Adhikar’ they roared in unison marching in the heart of the capital.

Was this just an oversight, or is it yet another proof of how the mainstream media is complicit in the criminal subjugation of peoples’ rights and silencing of their voices of resistance and assertion? I accompanied thousands of people (more than 30000 according to most people) from across the country who came together in the ‘adhikar rally’ that marched from Ambedkar Stadium and culminated into a massive public meeting at Jantar Mantar. In my 5 years of active participation in various movements in the city, and hence being a regular at Jantar Mantar, I can tell you that never had I seen the place bursting at the seams like it was yesterday. There was no place to sit, and the ground wasn’t visible as thousands of people were trying to squeeze in and make room for more to fit in. Thousands of people poured in from across the country, by various means (trains, buses etc.) even when most could hardly afford the trip. Many of them even camped on the streets and spent their night sleeping in the cold Delhi night with nothing but plastic sheets as cover. The fact that the mainstream media chose to ignore or misreport this extraordinary solidarity movement is testimony to the fact that the voices of the oppressed are often deliberately silenced or manipulated by big media as per their vested interests.

The government has taken a U-turn and is going back on the very policies that the BJP supported when it was in the opposition.

Ladke lenge hamara adhikar, hum cheen ke lenge hamara adhikar’ as they said. For the people present, the state has become the oppressor, and as they say ‘freedom is never voluntarily given by the oppressor’, hence the need for such assertion and solidarity, for it is in fact about freedom, the freedom to live a dignified life, to exercise their constitutional rights and demand social justice.

One book for India

Union Ministers and senior leaders of the Bharatiya Janata Party seem to thrive directly or tangentially on controversies related to religion. In proposing that the Bhagavad Gita be declared a ‘national scripture’, External Affairs Minister Sushma Swaraj was not setting off a debate on what, if anything at all, should be India’s national scripture. She was, instead, trying to prepare the stage for a communally polarised political debate on a Hindu religious scripture. As a secular democracy, India cannot possibly adopt as its national scripture a book revered by any one religion. None will dispute with Ms. Swaraj when she says the Bhagavad Gita helped her to handle challenges as India’s External Affairs Minister. What is up for debate is not the content of the Bhagavad Gita, not the aesthetics of its slokas or the relevance of its precepts. What Ms. Swaraj calls into question is the secular nature of India, whether a holy book of one religious community can be imposed as the national book of Indians of all faiths. To argue, as BJP vice-president Dinesh Sharma did, that the Gita is not a religious book, but is meant for the whole of humanity, is rather disingenuous. Irrespective of the extent of its secular appeal, the Gita, a part of the Mahabharata, is a Hindu text associated with Lord Krishna, and cannot qualify as a national book.

That gods and goddesses should not be invoked as part of the national ethos was made clear even at the stage of the framing of India’s Constitution. Indeed, when a suggestion was made to begin the Preamble of the Constitution “in the name of God”, there was strong opposition from many members of the Constituent Assembly, including several who considered themselves believers. As one member who argued against invoking God in the Preamble put it, “such a course of action is inconsistent with the Preamble which promises liberty to thought, expression, belief, faith and worship to everyone.” Freedom of conscience that is guaranteed under the Constitution includes the right to practise any or no religion, and seeking to elevate a sacred scripture of any one religion as India’s national scripture is tantamount to undermining the secular basis of the Constitution. While it might be too early to demand that the Narendra Modi government deliver on its promises of development and growth, there is little doubt that some of the energies of the new government are getting drawn to old, divisive issues. That not just junior ministers but even a senior leader should make such a communally divisive suggestion is disturbing. If indeed there is a felt need to hold up one book as a national book, then it should be the country’s Constitution, and nothing else.

Somebody has done black magic on Modi: Madhu Kishwar

The academician discusses the disappointment with Narendra Modi's government and vents ire against Smriti Irani.

Noted academician Madhu Purnima Kishwar of the Centre for Study of Developing Societies and founder of Manushi, a women's rights journal, has been in the news a lot. First, for her chronicles on Modi, called Modinama, in which she critiqued the media and human rights activists for "falsely demonising" Modi after the Gujarat riots of 2002. Then for her criticism of Smriti Irani’s "incompetence" as human resource development minister and "fraudulent qualifications". In a freewheeling interview with Vrinda Gopinath, Kishwar talks about the disappointment and general despondency six months into Modi’s reign.

Modi’s appointment of Irani came as a horrible shock to me. Here is someone who is not just poorly educated and mal-educated – she is just Class 12th pass – but she even lied in her affidavit about her qualifications. Nor does she have the learning of a lived experience. Look at the trajectory of this woman – at 18, she leaves home for the glamour industry, to become a fashion model, a beauty queen, then gets into saas-bahu serials, which, even by the standards of the entertainment industry, is the lowest genre. It is brainless. She could not even qualify to head the National School of Drama.

If Modi is talking about getting India to make up for its lost centuries in education, you need a person with vision, experience of knowledge disciplines, of which she has none. She proved it when she said I have a Yale degree, from a five-day course. She actually thought it was a badge of honour, even I could not believe she was that dumb.

It is a trauma I have not yet recovered from. I would not have been surprised if a Laloo Yadav had appointed Smriti Irani. After all, didn’t we take a Rabri Devi in our stride? But you do not expect a Rabri Devi from Narendra Modi.

she has no political base, there is not a single constituency where she can win a single election, even though she was vice-president of the BJP. She is not even a Varun Gandhi, who not only wins his election but helps MLAs win in his constituency. She did not build on the organisation, she is not an Amit Shah. She just gives speeches that are fed to her. Two, they say she has to be rewarded for fighting Rahul. Then, how come nobody talks about rewarding Ajay Agarwal, the BJP candidate who fought Sonia Gandhi and garnered almost two lakh votes despite all the odds? Smriti had huge resources at her disposal – money, national media, BJP leadership, even Modi campaigning for her. Smriti’s clout comes because she latches on to a biggie – first it was Pramod Mahajan, then Gopinath Munde, Nitin Gadkari, now Modi.

All this tells me that nepotism of a very venal variety is at play. For, even if you have favourites, you must have very talented favourites. That is what we expect of Modi, to nurture talent. Be smart. Modi should not be doing things that even shock his party.

The black money case is another blow, where Arun Jaitley has deceived the public by pretending he is doing something, like releasing three names out of 700, etc. Then the government has done nothing on the NDTV case, it has not even reinstated the revenue officer who exposed the case. It reflects very badly on Modi.

However, nobody can make sense of all this, neither me nor anyone else. It is black magic that somebody has done. I cannot believe this is happening. Maybe Modi has not got a grip yet. Maybe Delhi has disoriented him. But it is too premature to pass a verdict. I am still waiting. I am maintaining my distance.

Confronting the right wing

The rise of the Modi regime has led to a decline of the political, the lack of debate, a blunting of civil society and where the media is tom-tomming establishment approval. The way out is for civil society, social movements and human rights activists to challenge the right wing to an open debate

As a witness, I now sense that the grand celebration we call the rise of the Modi era, has led to a decline of the political. There is a decline of the political at the level of information. There is a real scarcity of gossip, which also helps set thought experiments in politics off. Beyond the absence of news, there is an absence of debate. This sense of absence takes two different forms. There is first a lack of opposition. The Left, as a social force, has failed to mount a systematic critique of the Modi regime. This is compounded by attempts by the Bharatiya Janata Party (BJP) and the Rashtriya Swayamsevak Sangh (RSS) to domesticate and banalise Gandhi’s teaching. When the RSS talks of Gandhi, it has the historical memory that Gandhi, like Tagore, was critical of nationalism and the nation state. For the RSS, for its Shakha, the nation state is both god and the ultimate good. Its sanitisation of Gandhi has to be seen as an attempt to banalise Gandhi so that he is no longer a subversive challenge to them. The regime has also blunted civil society, equating its dissent on development to sedition.

There is another reason why the RSS has to be challenged. At this time, the government is attempting to differentiate between politics as struggle and governance as policy planning and emphasising the latter. Political and cultural activity is now more of an RSS prerogative. The RSS is no longer a backstage structure conveying a shadowy coterie of grey eminences playing Old Testament sages from the confines of Nagpur. It is out in the open, mentoring elections, organising struggles, emphasising its catalytic power and media prominence. It is clear it wants to help retain power for at least a decade. The battle now is clear. It centres around the emerging dominance of the RSS. It provides both the current frames and the future directions of the regime.

One major critique which has already emerged in Kannada is U.R. Ananthamurthy’s last essay, “Hindutva Athava Hind Swaraj?” where he describes the current nation state as a brutalisation of India. Mr. Modi, he explains, is an inflated Savarkar. We have to ask, can a religion called nationalism play a creative role or is it only a form of witch-hunting, a way of labelling as seditious whatever the majority community finds threatening?

The problem becomes acute when ideas then enter education, when the Dinanath Batra runs amuck, tending to rectify history.

In looking at environmentalism, we have to challenge Mr. Modi’s notion of smart and global cities. Deep in the regime’s unconscious is a myth of Singapore as the ideal city, the ideal model of development and the ideal mode of governance. The authoritarian shades are seductive, and civil society, especially in the name of the informal economy, has to challenge the future Shangai-isation of India. At the global level, the RSS and Mr. Modi can be quite thoughtless and even more dangerous.

Ozdundee and Disillusioned: Can you please through some light on the fact that in today's world there is a massive imbalance in terms of division of wealth. The world today has a larger portion of younger educated people who are under or unemployed than anytime in history. The division of wealth is disproportionate. Would you not think that politicians channel the frustrations of these people to carrum their own agenda. All it requires for such group to go on rampage is a flimsy cause fanned by self-serving politicians. How far can one go back in history to redress the past. And who is interested in the past anyway. In India there is strong undercurrent to build a mandir in Ayodhya; a politician proposed to have Gita entrenched as the national book of India. These are just two examples of how the embers of past are kept alive and fanned once in a while to tet the wind.

BAGHDAD: The Sunni jihadi organization Islamic State (ISIS) has justified the enslavement of non-Muslim women and children and sexual intercourse with them, not sparing even pre-pubescent girls.

This message has been propagated in an ISIS pamphlet titled "Question and Answers on Female Slaves and their Freedom", which was distributed to the people of the Iraqi city of Mosul, which the extremists control, after sunset on Friday, CNN reported on Saturday.

The pamphlet also claimed that non-Muslim women and children could be sold off and given as gifts to others.

"Most (of us) are shocked, but (we) cannot do much about it," said a resident of Mosul about the IS pamphlet.

Many accounts of the ISIS kidnapping, selling and raping women and children have surfaced since the group began its brutal run through Syria and Iraq, according to the CNN report.

The ISIS militants have justified their actions, like the beheadings of journalists and aid workers, in God's name.

Even then, it is rare to see its rationale being laid out as plainly as in this pamphlet distributed in Mosul, the report noted.

The document explained that capturing women is permissible if they were "non-believers". The pamphlet added that female slaves were women that Muslims took from their enemies.

The pamphlet lays down other rules as well and makes it clear that the captors have full control of their captives.

This document marks the most detailed, albeit not the first, justification for enslaving "non-believers", as defined by the ISIS, according to the report.

"ISIS is drawing these rulings from ancient Middle Eastern and Mediterranean codes of conduct for war and prisoners," said Abbas Barzegar, professor of religious studies at Georgia State University in the US.

"Muslim leaders and lay practitioners the world over continue to condemn the IS and find its alien interpretation of Islam grotesque and abhorrent," Barzegar noted.

None of the ISIS's rationalizations hold up however, Seton Hall University law school professor Bernard Freamon wrote on the CNN website last month.

"This argument is plainly wrong, hypocritical and astonishingly ahistorical, relying on male fantasies, inspired by stories from the days of imperial Islam," said Freamon.
