In wake of attacks, RSS shakhas see sudden disappearance of Dalits

The Sangh's two-year-old programme of running branches in lower-caste neighbourhoods has run into trouble.

Dalit unrest over the last few months have done more than just cloud the Bharatiya Janata Party’s electoral prospects in upcoming Assembly elections. They have also left a large number of Rashtriya Swayamsevak Sangh shakhas devoid of Dalit members. Several such branches had been started in lower-caste localities across north and western India after Narendra Modi became prime minister in 2014.

The phenomenon is glaring in Maharashtra and Gujarat, where Dalits recently took to streets to register their protest against attacks by a Hindutva-inspired group. It is also very evident in Uttar Pradesh and Punjab, where Assembly elections are due early next year. Dalits have significantly disappeared from RSS shakhas in Bihar and Haryana.
This has undermined the massive drive launched by the RSS to spread its presence among people belonging to the lower castes.

“New shakhas in Dalit localities were started because we had noticed that shakhas in upper-caste localities were not being able to attract Dalit men,” said a senior office-bearer of the RSS from Meerut. “For some time there was a lot of enthusiasm, and a significant number of young men started attending shakhas in Dalit localities. But now, despite our karyakartas trying hard, most of these shakhas have become a farce.”

In the rest of India...

It isn't only the Meerut prant that has run into trouble. Senior RSS office bearers of five other prants in Uttar Pradesh – Braj, Awadh, Kashi, Kanpur and Goraksha – also admitted that Dalits were refusing to attend shakhas. The same complaint was repeated by RSS office-bearers in prants like West Maharashtra, Gujarat, Punjab, Haryana, Uttar Bihar and Dakshin Bihar.

The exodus of lower castes from the Sangh Parivar was strongly felt over a month ago, when the BJP was forced to cancel a Dalit rally by party president Amit Shah, scheduled to be held in Agra on July 31. Two days before the event, the RSS realised that it wouldn't be able to achieve its goal of bringing 40,000 Dalits to the meeting. Agra, which is part of the Braj prant, was one of the places where the Sangh Parivar claimed to have a significant presence among Dalits.

The cancellation of Shah’s rally so jolted the Sangh Parivar that RSS chief Mohan Bhagwat had to spend five days in Agra starting from August 20, followed by a week in Lucknow. In both the places, he held meetings with workers and leaders of various RSS outfits to discuss the crisis, emphasising the need to revive the campaign to bring back people from the lower castes.

The Sangh Parivar’s concerted effort to integrate Dalits into their fold began as early as in 1983, when the RSS chose April 14, BR Ambedkar’s birth anniversary, to establish its Samajik Samrasta Manch (social harmony platform). Subsequently, the RSS started trying to harmonise Phule-Ambedkar thought with its Hindutva philosophy.

Annihilation of caste

The Samajik Samrasta Manch’s campaign was aimed at ending untouchability and integrating Dalits into the Hindutva fold, a necessary precondition to consolidate the Hindu vote. However, the RSS was unable to make any headway with its aim of integrating Dalits into Hindu society without upsetting the hierarchy of caste system. Its philosophy seemed to be a far cry from Ambedkar’s call for annihilation of caste.

By and large, Dalits remained suspicious of the RSS, treating it like an organisation with an essentially upper-caste mindset.

Ahead of the 2014 elections, the Sangh launched a massive campaign to mobilise Dalits in favour of Modi. It was in this context that the RSS began a large number of shakhas in Dalit localities. Simultaneously, the RSS intensified its efforts to rewrite history in a bid to attribute the genesis of Dalits, other lower castes and tribals to the “Muslim invasion” of medieval times.

All the efforts of the last two years have been rendered meaningless by the recent Dalit protests against the Sangh Parivar, RSS insiders complain.

Animal sacrifice on Bakr-Eid cruel and unconstitutional: Supreme Court told

New Delhi: A Public Interest Litigation (PIL) has been filed in the Supreme Court questioning the sacrifice of animals on Bakr-Eid (Eid al Adha) and the validity of a provision of the Prevention of Cruelty to Animals Act, saying the practice was "cruel, inhuman, barbarian" and cannot be protected in the name of religion.

The PIL, filed by seven Uttar Pradesh residents, has sought the court's direction to ensure that no animal is killed during the festival, called the feast of sacrifice, which is to be celebrated early next week.

"Issue a writ, order or direction or declaration to the effect that the practice of sacrifice of animals on Bakr-i-Eid day is unconstitutional and same cannot be resorted to by any member of the public," the petition said.

The plea, filed through lawyer Vishnu Shankar Jain, has challenged the constitutional validity of Section 28 of the Prevention of Cruelty to Animals Act which exempts the killings under religious practices and reads: "Nothing contained in this Act shall render it an offence to kill any animal in a manner required by the religion of any community."

"Issue a writ, order or direction striking down Section 28 of Prevention of Cruelty to Animals Act, 1960 as unconditional, being ultra vires to Article 14,21 and 25 of the Constitution," it said.

The PIL has made Ministries of Home Affairs, Law and Justice and Environment and Forest and Animal Welfare Board of India as parties.

"Tendency to sacrifice animals, even on roads and public places, are developing fast every year on Bakr-Eid in the most uncouth and inhuman manner and litres of blood is spread at public places affecting the sentiments of public at large," the plea said.

"It is most respectfully submitted that animals sacrifice on Bakr-Eid day is cruel, inhuman, barbarian, decency and morality and the same cannot be protected in the name of religion as such practice is in violation of Article 14,21 and 25 of the Constitution of India," it said.

Mewat, the tinderbox: after Muslims raped and murdered, a Hindu mahapanchayat on Eid

It's the day of Eid-ul-Adha or Bakra Eid in Haryana's lone Muslim-majority district, Mewat. A mahapanchayat has been called, and thousands of Hindus from over 200 villages in Haryana and Rajasthan have assembled in Dinghar Heri village.

Mewat has been in news for rape and murder that have been connected to 'biryani politics'. The Haryana administration recently ordered testing of biryani samples for beef.

Dinghar Heri is the same village where two men were murdered and two women gang-raped about three weeks ago. All four victims belonged to the same Muslim family.


Four Hindu men have been arrested for the crime; their families think they've been falsely implicated. The mahapanchayat agrees with them, and threatens mass unrest and large-scale violence if the accused are not let off soon.

Barely a kilometre away from the school where this mahapanchayat is being organised lives Zohruddin, whose family members were victimised on the intervening night of 24 and 25 August.

And why were they victimised? Because they were Muslims.

A CRIME BASED ON IDENTITY

The most brutal crime of all is one that is inflicted because of the identity of the victim. Not because of personal animosity, not because of a drunken squabble, not because of an attempt to steal anything - but because cow protectors want to teach a lesson to cow-eaters.

This is precisely why the lynching of Mohammad Akhlaq in Dadri, Uttar Pradesh, last year, caused an outrage across the country.

And this is precisely why the incident in Dinghar Heri feels so acutely disturbing.

Mewat, with no history of communal tension since independence, has suddenly turned into a sensitive area. Its members are becoming increasingly attentive to their communal identities. Quite clearly, a spark has just been lit in a highly-inflammable area.

RECOUNTING THE HORROR

Zohruddin is still in shock. He starts weeping, then stops and narrates what happened on that fateful night.

"The girls handed over the keys of our tractor and lodgings to the men [accused]. But they threw the keys away, didn't take anything. They said 'we have not come here for any article'. And then they began raping the girls by turns for the next three-and-a-half hours, in front of their dead brothers. They kept asking the women about their plans to slaughter cows on Eid. When they pleaded for water, the men urinated in their mouths," Zohruddin recounts.

"The elder one was trying to leave when they put a knife to the throat of her child and threatened to cut off his head if she didn't come back and get raped by them. I cannot tell you what I saw with my own eyes that day. My son and his wife murdered. The girls had their chests slashed. Their children were unconscious after being hit on their necks and heads," he says.

At least one of the accused, Rahul Verma, mentioned on his Facebook profile that he was working for the RSS, and had written a post sometime ago, stating: "Muslim to gaye".

Dharmendra Yadav, who runs a cow vigilante group in Manesar, just north of the Mewat district, ups the ante when he speaks.

SECOND-CLASS CITIZENS

Arif - one of the uncles of the 14-year-old victim of gang rape, says that the events during the past few days have made them feel like second-class citizens of the country.

"The DGP of this area didn't come once to meet us. Our MLA didn't once grant us a personal audience. Our MP - Rao Inderjit Singh - has not even called us once. How do you think all this makes us feel?"

Ramzan Chaudhary, a local lawyer representing the family, says the police has tried its best to cover up the case.

"The incident began at midnight and ended a few minutes before 3:30 in the morning, when we reached. The SHO was at the spot by 4 am and the IG by 5 am. Still, in the FIR, they have said that the first information reached them only at 9 am."

This, he said, was all the more puzzling, because the medical report of both the girls was ready by 6.30 am. "Are they trying to fool us? Don't we understand how all this is being managed?"

Catch tried reaching out to several officers, including Kuldeep Singh, the SP of Mewat, through SMSes and phone calls. We received no response from them.

OFFICIAL INACTION

The Haryana government seems to think that investigating biryani samples is more important than investigating a double murder, double gang-rape incident. The state's labs have, within a few days, confirmed the presence of beef in samples of biryani picked up from Mewat.

But even 20 days after the crime was committed, the authorities haven't made any progress on the DNA analysis, polygraph tests and fingerprint scans from the scene of crime.

According to an expert working at a forensic lab associated with the Delhi Police, results of polygraph tests are available immediately. Fingerprint scans, "even with a large database and minute comparing", take no more than 24 hours. And DNA tests, in the most difficult of circumstances, take 10 days at the most.

PAWNS IN A BIGGER GAME

Around 30 kilometres from Dhinghar Heri, in Nuh, Eid prayers are being offered in Badi Eidgah. No one is in a celebratory mood. Except for the huge turnout, the prayers seem to be like any other Friday prayers.

Before the prayers begin, there is an appeal by the Maulvi to "maintain peace and order with the neighbours. Especially during this time".

After the prayers, the Maulvi, Maulana Mohammad Khalid Qasmi, says he has seen a lot of troubled times. But Mewat has seen nothing compared to the atmosphere in the region right now.

Those who have seen the violence in Muzaffarnagar, Uttar Pradesh, in 2013, a few months before the 2014 general elections, think Muslims in Haryana are being victimised to polarise Hindu votes in the upcoming UP elections. They fear that as the elections come closer and closer, atrocities against the minorities would only increase. The Maulvi agrees.

"We know what happened in Muzaffarnagar. That's why we're more concerned. We feel like pawns in the UP election game.


The constant checks on who's eating what; the pressure that is being built on a community, we understand that. But in my 30 years of preaching here, what I've understood and told youngsters is that fire doesn't kill fire. Water does. We have no option but to maintain peace. That's what we will do, apart from hoping for better times."

Declare cow vigilantes extortionists, says plea

A Supreme Court bench led by Justice Dipak Misra on Friday asked the Centre and several State government to respond to a PIL petition seeking to declare cow vigilantes “extortionists” and put an end to their atrocities against Dalits and minority communities.

The Supreme Court's intervention comes shortly after investigating officials found there was no evidence of cow slaughter by Mohammed Akhlaq, who was beaten and lynched last year on suspicion of storing beef in his house at Dadri in Uttar Pradesh.

PM’s speech

The PIL petition was filed in the Supreme Court by entrepreneur and activist Tehseen S. Poonawalla immedately after Prime Minister Narendra Modi had denounced anti-social elements in the garb of gau rakshaks for spreading violence against the down-trodden and destroying the delicate social fabric.

“The Dalits who were attacked at Una or at East Godavri were only doing their traditional profession of skinning the already dead cow to provide leather to tanneries... the menace caused by the so-called cow protection groups is spreading fast to every nook and corner of the country and is creating disharmony among various communities and castes,” the PIL petition, filed through advocate Fuzail Ahmad Ayyubi contended.

It contended that cow vigilantes groups should be punished under various provisions of Indian Penal Code as well as under Schedule Caste and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

State’s protection

The petition pointed out that some State governments even provide cow vigilantes with identity cards. It highlighted the Gujarat Animal Prevention Act, 1956 which deems that all who act to protect cows are deemed public servants and no legal action shall be instituted against them, the petition contended.

The case is the same with the Maharashtra Animal Prevention Act, 1956 and the Karnataka Prevention of Cow Slaughter and Cattle Preservation Act. Further, the Gujarat Animal Prevention (Amendment) Rules, 2011, provide that authorised persons under these rules include those employed in gaushalas.

The petition accused these State governments of shirking their duty by remaining mute spectators while videos of atrocities committed by these groups are circulated on social media to become instrumental in spreading more tension and enmity.

Editor of news website Indian Muslim Observer receives threat call, asked to ‘shut up’

New Delhi: Danish Ahmed Khan, founder and editor of Delhi-based news website Indian Muslim Observer was on Saturday, October 22 threatened by an unknown caller and asked to “shut up”. The call was followed by an abusive SMS.

“Since I am a journalist running a Muslim News Portal and my mobile number is public on my website as well as Facebook profile, I therefore have been sent a message to shut up. This is how journalists and Muslims are being threatened of dire consequences by Hindutva goons and mischief mongers. Will Muslims be continued to be threatened like this under Narendra Modi regime?” asked Khan.

The unknown caller can be clearly heard abusing and making derogatory remarks against a particular community in the recording of the call, which is available with Twocircles.net.

Khan has already lodged a formal complaint against the caller in the Jamia Nagar Police station on October 23 and requested to forward the complaint to cyber cell for necessary action. Besides, the editor has also written to Superintendent of Police, Cyber Crime Investigation Cell, Central Bureau of Investigation.

Meanwhile, the social networking website Facebook has taken down the post of Danish Ahmed in which he has mentioned threat call and message to him by “Hindutva goons”, citing violation of community standards.

When TCN staff reporter tried to contact the unknown caller, for his side of version, he too was abused by him.

Horrific Communal Violence in MP

Muslims Under Attack in BJP Ruled Madhya Pradesh.

A series of communal incidents in Madhya Pradesh has raised the question about the security of Muslims. In all these incidents Muslims were the main targets.

According to the findings of a team of All India Secular Forum more than 40 houses and about the same number of shops owned by Muslims were set on fire. Besides destroying the houses and shops the culprits also looted the belongings in houses and various commodities stored in shops.

The destruction was total. According to the report submitted to the Director General of Police the scene in the burnt houses and shops was such as if it was the handiwork of army of an enemy country.


The two villages of Dhar district where arson and loot took place are Gandhwani and Pipalya. The incidents of arson and loot took place on October 12. The affected families related the sequence of events. According to villagers there was a disputed ground which was used by Hindu right wing organisations for religious activities. Some Muslims organisations objected to the misuse of the area. In order to close the controversy the administration in consultation with people belonging to both the communities a police chowki was set up on the land. Despite this the RSS, Bajrang Dal installed Ganesh idol later Durga idol on the disputed land. Representatives of Muslim organisations objected recalling that the decision to set up a police chowki was taken at the meeting of "Shanti Samiti". It was also pointed out that Ganesh and Durga idols were installed on a government land where police chowki was already set up. It was also violation of the unanimous decision taken at the meeting of "shanti samiti".

The local administration ignored the objection and the misuse of the govt. land. On the muharram day a tajia procession was taken out. The procession stopped near the chowki. During its stop a rumour was spread that some Muslims insulted the "Havan Kund" which was still there. After this Hindu group started attacking the people of tajia procession. The other party retaliated. During the clash a Hindu young man received serious injuries on his hand. Some Muslim also received injuries. After this clash thousands of Hindus belonging to the RSS affiliated groups started attacks on Muslims shops and houses. After setting shops on fire in Gandhwani the violent crowd entered Pipalya village and set many houses on fire.

In order to escape the fury of the violent crowd residents left their houses to the destiny. This gave freehand to the crowd which burnt everything in the houses and took away T.V. set, refrigerators and other valuable things like ornaments, food grains, clothes, beddings, children's, books, furniture, Quran Sharif. In fact nothing was left. Valuable clothes and ornaments stored for the forthcoming marriages of young girls were either looted or destroyed. The most interesting thing is all this happened in the presence of police. The team noted that Hindu organisations have adopted a unique method to collect crowd at a short notice. A siren was installed in a multi-storey building.

That night also siren was blown thrice which alerted residents of the nearby villages. The team was informed that night a poet-gathering was on in a nearly village. Hundreds of people were enjoying the Kavi Sammelan. The moment they heard siren they rushed to Pipalya and Gandhwani and started attacking Muslim houses and shops. Many women and children who were still under shock told the team members sordid stories of the violent mood of the crowd. The crowd attacked every Muslim they came across. One woman told that it War like situation. Members of the crowd were hurling choicest abuses like "why you are here go to Pakistan, you traitors".

Another interesting development is that the police officer who did make sincere efforts to control situation was punished. A team of two BJP members of Parliament was sent to these villages and also to Petlawad where earlier communal violence was let loose. It was also on the basis of their report that police personnel were punished perhaps because they did not allow situation to take explosive turn.

A local newspaper (DB Post) carried a special report contributed by N.K. Singh former editor of Hindustan times and Bhaskar with the title "This govt. needs more spine". According to this report "A series of incidents over the past few weeks have sent alarm signals in administrative circles. The RSS, the “social, cultural” organisation, has come into direct conflict with the police on several occasions. With the RSS winning every single round of the skirmish, the consequences are disastrous for the morale of the force. The Congress has lost no time in alleging that the RSS has become an extra-constitutional authority.

"The RSS, in its role as the moral watchdog, has a larger than life presence in MP as in other BJP ruled states. After all, it is linked by umbilical cord to the Sangh. Those ties are so important for the BJP that it had sacrificed power in the 70s over the issue of “dual membership”. In its role as housekeeper, the RSS manages BJP organisation through its full-time workers.

"Hence, although it was unprecedented, but not a huge surprise when nine policemen were booked for attempt to murder, robbery and rioting after they allegedly beat up a RSS Pracharak at Baihar in Balaghat district last month. Many of these policemen are now absconding to avoid arrest. A Pracharak, a whole-time worker, is as important as they come in the Sangh parivar. Balaghat case is a bit different. The police seem to have exceeded its brief. There was no serious charge against the Pracharak, who had been picked up from the Sangh office, dragged out and beaten up just for posting an offensive comment on what’s app.

"But what happened at Petlawad in Jhabua district was ominous. There was a communal flare up in the small town on the night of the Muharram. The police registered cases against 400 persons and arrested several of them, including some with RSS background. The RSS has alleged that that action was one-sided and exerted pressure on the administration. The administration responded by suspending and transferring police officers involved in the action.

"It is not the first time that this has happened. Earlier, Anuradha Shankar, one of the most intrepid IPS officers in the State, was transferred after the police had beaten up Bajrang Dal hooligans at Dhar. In July this year the SP of Raisen was transferred because the Sangh was annoyed over "excessive" use of force during a communal flare up."

The quotes from the above report establish the fact that the communal situation was alarming in the state. In view of this the team demanded that those who are guilty of committing acts of communal violence should be punished. The team led by LS Herdenia also demanded hundred percent compensation to the victims of organised attack.

It was pointed out that besides houses and shops the crowd also destroyed vehicles, tractors and two-wheelers owned by Muslims. The team also demanded that the affected Muslims should be assured adequate security.

Why Even After 32 Years Of 1984 Sikh Massacre Perpetrators Roam Free?


32 years back in the first week of 1984, thousands of Sikhs; children, women and men, all Indian citizens, were butchered, burnt alive or killed in the most sadistic manner in different parts of the country. There is no count of properties of Sikhs destroyed and seized. This massacre of Sikhs in independent India is often justified as a reaction of common Indians who were hurt by the killing of PM Indira Gandhi on October 31, 1984 by two of his bodyguards who happen to be Sikhs.

It is generally believed that the Congress cadres were behind this genocide. This is true but question is: Were they the only one? There were other forces too which actively participated in this massacre and whose role has never been investigated. Those who were witness to the genocide of 1984 were stunned by the swiftness and military precision of the killer marauding gangs (later on witnessed during the Babri mosque demolition, burning alive of Dr. Graham Steins with his two sons and recent pogrom of the Muslims in Gujarat) who went on a burning spree of the innocent Sikhs. This was beyond the capacity of the Congress thugs.

The Indian State which claims to be committed to get justice to Sikh community for 1984 massacre must look at one crucial document of the period to locate large numbers of perpetrators. This document can be a crucial source of finding out many more sadist killers. This document may throw some light on the unhidden aspects of the genocide. It was authored and circulated by a veteran ideologue of the RSS, Nana Deshmukh on November 8, 1984.

This document may help in unmasking the whole lot of criminals involved in the massacre of innocent Sikhs who had nothing to do with the killing of Indira Gandhi. This document may also throw light on where the cadres came from, who meticulously organized the killing of Sikhs. Nana Deshmukh in this document is seen outlining the justification of the massacre of the Sikh community in 1984. According to him the massacre of Sikhs was not the handiwork of any group or anti-social elements but the result of a genuine feeling of anger among Hindus of India.

This document also shows the true degenerated and fascist attitude of the RSS towards all the minorities of India. The RSS has been arguing that they are against Muslims and Christians because they are the followers of foreign religions. Here we find them justifying the butchering of Sikhs who according to their own categorization happened to be the followers of an indigenous religion.

The RSS often poses as a firm believer in Hindu-Sikh unity. But in this document we will hear from the horse’s mouth that the RSS like the then Congress leadership, believed that the massacre of the innocent Sikhs was justified. Nana Deshmukh in this document is seen outlining the justification of the massacre of the Sikh community in 1984. His defence of the carnage can be summed up as in the following.
