I've said this before - stop the flow of cash, and these parasites will have no food to live off of.

Or how about writing a check and puting it into the salaam envelope?
It will cause an administrative nightmare if enough checks start to come through.
If they cash the checks, there will be immediate accounatbility and transparency.
Stop giving them cash.
