Almost half of Egyptian women are sexually harassed on a daily basis with more than half of Egyptian men admitting lewd behaviour, the Egyptian Centre for Women's Rights said on Thursday.
Abul Qomsan said that almost two-thirds of Egyptian men -- 62 percent -- admitted harassing women, including those wearing Islamic headscarves.
"This shows that the belief that harassment is linked to women who wear indecent clothing is false," she said, condemning the fact that in the deeply religious country women often feel responsible despite being victims.

I disagree with that statement. The Quran conveys enough leverage in dress code. Indecent attire does contribute to lewdness, harassment, unwanted thoughts and disgrace. Quran emphasizes on modesty and forbades vanity, but that does not mean that one must cover themselves from head to toe (as in burqa or combination of jilbab & khimar/shaylah) and neither does it mean to run around half naked (as in hot pants, mini-skirts, low cut blouses, etc.).

I read this article on another news site---I think al-jazeera? It went into more details ----for example---when the men were asked why they were harrassing women, the answer was because they were bored!!!---not because of lewd thoughts or such---they were doing it out of boredom!!! also, women wearing niqab or scarves were targeted more because of a feeling they were "hiding something" (meaning---they were hiding something pretty)
Another interesting fact mentioned was that foreign women who were harrassed (in egypt)knew that they had a right to protection and justice but the egyptian women had no idea whatsoever of their rights.

by the way---in an unrelated program, an egyptian woman mentioned that before 1975, egyptian women did not wear the headscarf---this is a trend that started only after 1975----did the Quran suddenly change or what? She wonders....
