Money can mend shariyat rules?Double standards?

In the name of GOD almighty...
well world wide bohras are pressurized to keep long beard,well actually it is good that syedna is asking to follow shariyat rules,but it becomes nasty when there are two rules for rich and poor,if a poor guy with trim beard reaches to devri he gets scolded by the mullah or amil,but rich can stand even infron of syedna without beard and he gets warm welcome.
why is there double standards in dawaat?
In below link you can see few guys of london have given zyafat to syedna,and u can see the guy doing salaam is without beard and his brother(i guess) is having trim french beard,yet he is standing proudly next to shehzada and syedna.

If syedna really wants to impliment shariyat rules world wide he shud keep same standards for rich and poor,he shud have decline zyafat araz of this rich bohri unless he keeps long beard according to shariyat.
