Dear Rt Hon Priti Patel,

Re: Dawoodi Bohra Shia sect religious leader Mr Syedna Mufaddal Saifuddin's visit to the UK.

I am writing to you in my capacity as President of the Dawoodi Bohra Welfare Society, a registered charity (Registration number 272508 ) based in Great Britain, about our objection to the current visit of the controversial leader of the Dawoodi Bohras, Syedna Mufaddal Saifuddin who is arriving in the UK from Kenya this month

We are greatly disturbed and flabbergasted that after his visa being rejected in 2017, he is now allowed in the UK under Diplomatic status.
We find this incomprehensible given his track record for supporting Female Genital Mutilation FGM and for encouraging his followers to gather in large crowds, albeit in secret, in countries like Kenya despite the dangers of COVID.
Syedna Mufaddal occupies the position of “Dai-al-Mutlaq” – the Spiritual Head of the Dawoodi Bohra community, a small sect of Shia Muslim community with approximately 1 million followers world-wide.
It is our understanding that he will be staying in a purpose built house at the Northolt Mosque at Mohammedi Park Complex, Rowdell Road, Northolt UB5 6AG and preparing to welcome tens of thousands of followers at the Mohammedi Park Complex mosque in Northalt.
Our objection to the visit are numerous but principally focus on the following issues:
Why has he been granted Diplomatic immunity when he occupies no Diplomatic role in India?
His support for Female Genital Mutilation (FGM)
His treatment of community members that challenge their human rights,
His usurpation of community assets and for
his love for game hunting
As stated above, we see no justification why has he been given Diplomatic immunity when he has no role in the Indian or any other Government in the world and is nothing but a ruthless spiritual head of a community?
He has demanded 10 million pounds to bless the community and for delivering the sermons for 10 days of Moharam when Shia Muslims commemorate the martyrdom of the grandson of Prophet Mohammed (peace be upon him)
his army of subordinates demands big money from each household and forces followers to shut their businesses and refrain from sending children to schools and colleges
during the 10 days of ASHARA (MOHARRAM)
During these 10 days, all sorts of fancy titles are sold behind the close doors of the mosque to men and women of the community, titles of SHAIKH, MULLA, NKD, NDI, his family members demands sums of minimum £72,000 for the privileges and gains a highest status in the mosque, allows the title holder to seat in the first row to pray, let's the title holders to kiss the hands and feet of Syedna Mufaddal Saifuddin and his wife and finally, when the person with these fancy titles dies, His Holiness' previous dead DAI (religious leader) will hold the hands of the dead person and lead him or her to Jannah (heaven).
The income of millions of British pounds earned during the 10 days of Ashura is then laundered by his 100's of followers returning back to India.
Syedna has promoted FGM (called “Khatna” in the community) for young girls in his community and, with his influence, many young girls have been forced to undergo FGM. Since FGM is illegal in the United Kingdom and the Syedna's stance on FGM contravenes UK law, it would be improper to grant him entry into the UK. Aware that it is illegal in many countries, he is now more judicious about public statements on FGM and advocates a more discreet approach. We fear that UK Dawoodi Bohra girls have been victims of this secret agenda and are always at risk of being harmed.
The 2017 accounts of the Dawat-E-Hadiyah Trust in the UK, of which he is the Sole Corporate, includes £328,711, spent in 2017 (and £436,954 spent in 2016) on, “costs incurred in defending four members of the Dawoodi Bohra Jamaat in Sydney in connection with Female Genital Mutilation.
The Nominees are of the view that a successful conclusion to this case would not only protect the worldwide reputation of the Charity but also His Holiness and the Dawoodi Bohra global community” (cited from the report and financial statement of the organisation for the year ended 31 December 2017).
Members of the Dawoodi Bohra Reformist community organised a demonstration on 3rd August 2017 in Birmingham where Syedna Mufaddal was inaugurating a mosque. The demonstration gained widespread coverage in BBC Midlands news and on social media internationally (see the link below).
Syedna’s power and control over the community is complete. As well as supporting FGM, Syedna Mufaddal Saifuddin is guilty of other equally egregious activities:
He uses social-boycott to discipline and control Bohras;
He requires an oath of allegiance from every Bohra which effectively makes them his slave;
He requires Bohras to seek his permission for everything they do, from naming their children, to burial, weddings and other important occasions;
Should any member object to any of his human rights violation, they are immediately ejected from the community and the family is forced to cut ties with the individual. For example:
One member of the Reformist community was not able to attend his niece’s or nephew’s weddings despite being central to their growing up;
Another family member did not attend her father’s funeral because her son and her husband had attended the demonstration against the Syedna Mufaddal Saifuddin in Birmingham and were refused permission to attend the funeral;
Another step-daughter and her family were not able to attend the funeral of her step-mother, who had brought her up as her daughter.
He collects millions of pounds annually from the community for which there is no accountability. The accounts do not show the cash sums collected from community members.
Families have been forced to handover tens of thousands of pounds as contribution towards building of mosques. Often these funds disappear and members are forced to give more.
He hunts endangered wildlife in Africa;
I can give numerous examples of these inhumane acts that divide families and communities. Two inquiry commissions in India, The Nathwani Commission and Tevatia Commission in 1979 and 1993 respectively, reported widespread human rights violations in the Dawoodi Bohra community.
Syedna’s economic domination over the community was legitimised when the Dawat-E-Hadiyah Act was passed in the UK Parliament in 1993 giving the office of the “Dai-al-Mutlaq” (Spiritual Head of the community) Sole Corporate status. Now, all assets bought by the community for the community are given over to the Dawat-E-Hadiyah Trust of which the Syedna is the Sole Corporate. For example, according to the Trust accounts, the title deeds of the mosque in Birmingham, which cost £6,595,308 to build, were given to the Syedna. The same is true of the multi-million pound mosque in Northolt.
Syedna has huge international financial and political clout and has wooed the likes of the Indian Prime Minister, Narendra Modi, and Prince Charles, who has visited the Northolt mosque. Syedna has the financial resources to reach into the deepest sections of those in power and influence. As a small group of Dawoodi Bohra Reformists in the UK we are doing our best to galvanise support against his visit.
On another point, Syedna is fond of hunting big game, including endangered species. He has been photographed holding a rifle and crouching over a dead lion. Hunting for endangered species was also a favourite hobby of the previous Dai, the father of Syedna Mufaddal, who has been photographed sitting next to a dead elephant.
In closing, I want to urge you to please stop Syedna from entering the UK and revoke his diplomatic status immediately and ensure he is not granted any visas in the future. In doing so, you will help protect British values and uphold the rights of the most vulnerable citizens, including the young Bohra girls.

It is not possible to describe the long legacy of suppression experienced by members of the Dawoodi Bohra community in one letter. I can furnish you with evidence that can support my claims above should you need them, and I would be pleased to meet with you to discuss the matters further.

Media thrives on evolving and current political, social, or sports issues. In the broader picture, Dawoodi Bohras are an insignificant community; and the dissidents are barely above the lowest horizon. Haki's letter would not be even sniffed at by any London county tabloid.

*(4) वाज़/ मजालिस को ज़्यादा लंबा खींचने से बचे। वाज़/मजलिस में कई बुजुर्ग और बीमार भी बैठे होते है, उनकी तकलीफ़ का ख़्याल रखे। बीमार और बुजुर्गों के लिए मजलिसे-अज़ा तकलीफ़ का सबब न बने।*

*(5) मसाएब और मातम को हद से ज़्यादा लंबा न खींचे, रोज़-ऐ-आशूर के लिए मातम के जोश को बचाकर रखे। रोज़ सुबह शाम इतना मातम करवा देते है कि रोज़-ऐ-आशूर अजादारों की मातम ताक़त नही बची रहती।*

*(6) हर बात में ज़िक्रे-अहलेबैत हो, हर बात में फिक्र-ऐ-अहले बैत हो, मजलिसे-सय्यदुस्स-शौहदा को मजलिसे-सय्यदुस्स शौहदा ही रहने दे, किसी और के बखान लेकर न बैठ जाये।*

*वाज़/मजालिसों में शरीक होने वाले आम मोमिनीन भी अपने खतीबों/वाईज़ीन को भी ख़िताबत कि कसौटी पे परखिये, कि आपका वाज़/मजलिसों में जाने के मक़ासिद पूरे हो रहे है कि नही....*

आमतौर पर हर इंसान को एक ख़ास इबादत के तरीक़े, तयशुदा रीतिरिवाजों और त्यौहारों के साथ धर्म का पैकेज वालिदैन से विरासत में मिलता है। ऐसी सूरत में धर्म का अक़ीदा तो होता है मगर इल्म नहीं।

हमारी उम्मत का अलमिया भी यही है कि न क़ुरआन को समझ कर पढ़ा जाता है, न नबी (स) की सीरत को। हुज़ूर (स) की ज़िंदगी को पढ़ने से ही पता लग सकता कि आदर्श पुरुष कैसा होता है। इंसानी तारीख़ के सब से बलंद मक़ाम पर होने के बावजूद सादगी और इन्कसारी (विनम्रता) उनकी पहचान थी। न किसी के घर तशरीफ़ ले जाने पर कोई मुतालबा, न उनके घर किसी के आने लिए कोई शर्तें। ज़ियाफ़तों की जगह कई कई दिनों के फ़ाक़े। न ऐशो आराम के लवाज़मात, न हवेलियां। ऐसी ही हस्तियां हर दौर के लिए और हर तबक़े के लिए मिसाली किरदार बनती हैं। इस के बरअक्स शाहाना ज़िन्दगी जीने वाले पेशवा के मुक़ाबले उनके मुरीद "तू कुजा मन कुजा" की सोच के तहत ख़ुद को छोटा महसूस कर के ही ख़ुश हो लेते हैं। हालांकि बड़ा इंसान तो वो होता है जिस से मिल कर आप ख़ुद को बड़ा महसूस करें।

हम सब‌ जानते हैं कि पिछले दिनों एक सियासी ख़ातून ने हुज़ूर (स) के बारे में तौहीन आमेज़ बात कही थी। ईमान वालों के जज़्बात मजरूह होना फ़ितरी बात है। लिहाज़ा मुहज़्ज़ब अल्फ़ाज़ में अपना विरोध दर्ज कराना हमारा संवैधानिक अधिकार है और आवाज़ उठाने की ये ज़िम्मेदारी समाज के अकाबिरीन की होती है। मगर क़ौम के अलमबरदारों की चुप्पी बहुत अफ़सोसनाक और मायूसकुन थी। इस चुप्पी को क्या समझा जाए? दिलों में पैग़म्बरे इस्लाम के मर्तबे और मक़ाम की कमी?...या लब कुशाई की जुरअत की कमी?....या हाकिमे वक़्त (मौजूदा सरकार) से रिश्ते बिगड़ जाने का डर? फिर सवाल ये है कि बरसहा बरस से करबला का वाक़िआ सुन सुन कर हमने क्या सबक़ हासिल किया? क्या करबला का बुनियादी पैग़ाम ये नहीं है कि ग़लत को ग़लत कहा जाए, फिर नतीजा चाहे जो हो।

तारीख़ में ज़ालिम और फ़ासिक़ हुक्मरान तो और भी हुए हैं मगर यज़ीद से हमारी नफ़रत ‌की असल वजह‌ रसूल और आले रसूल से उसका बुग़्ज़ और ज़ालिमाना सुलूक है। हमारे दिलों में इमाम हुसैन (अ) की अज़मत और उन्सियत उनके नवास ए रसूल होने की वजह से ही है। इमाम आली मक़ाम और एहले बैत से हमारी मुहब्बत और एहतराम के सारे तार नबी करीम (स.) पर हमारे ईमान लाने से ही मिलते हैं। हमारी अक़ीदतों का वाहिद मरकज़ भी नबी करीम (स.) है और तमाम उलूम का सरचश्मा भी नबी करीम (स.) की ज़ाते पाक ही है।

क्या ये मुमकिन है कि हुसैन (अ) जैसे नवासे की मज़लूमियत पर रंजो ग़म का इज़हार तो करें मगर मुहम्मद (स.) जैसे अज़ीम तरीन नाना की तौहीन पर हमारा दिल तक न दुखे। इस दिलसोज़ घटना पर हमारी बेहिसी और ख़ामोशी के बावजूद मुहर्रम मनाने की भारी भरकम तैयारियों के हम कितने मुस्तहिक़ हैं? हमारी अज़ादारी और नोहागरी किस अक़ीदे की तर्जुमानी करते हैं? क्या हमारा अक़ीदा हुसैन से शुरू हो कर हुसैन पर ही ख़त्म हो जाता है? क्या ग़मे हुसैन (अ) मनाने से इश्के हुसैन का फ़रीज़ा पूरा हो जाता है?

दरअसल इमाम हुसैन (अ) ने जिन की मुहब्बत में क़ुरबानियां दी हैं उन से सच्ची मुहब्बत ही हुसैन (अ) से मुहब्बत है। इमामे हुसैन (अ) ने अपने अल्लाह, उसके भेजे हुए दीन और रसूले मक़बूल की मुहब्बत में अपनी और अपने अज़ीज़-ओ-अक़ारिब की जानें निछावर कर दीं। तलवारों की छाँव में अपना सर सजदे में रख कर हुसैन (अ) ने क़ियामत तक के लिए इस्लाम का सर बलंद कर दिया। अपने पाकीज़ा ख़ून से जिस आख़री रसूल के कलमे की शहादत इमाम ने दी है उस रसूल से मुहब्बत में ज़रा सी भी कमी हमारे ईमान को ख़तरे में डाल सकती है। ख़ुद अल्लाह क़ुरआन में फ़रमाते हैं कि "नबी मोमिनों पर उनकी जानों से भी ज़्यादा हक़ रखते हैं।" (सूरए अहज़ाब-आयत 6)
