You are wrong, burial is stopped without safai chitti, safai chitti will not be issued unless you clear all your dues that too accroding to their wish.
Oma is right, no one asks you about zakat when filling the form, they only put at the bottom. Mind it, arguing for wajebat, amil will have one argument, he will say, as much as you give there will be more barakat, he would not say that you have to pay zakat. Now a days they have clippings from Sayeda's Vaez. When ever and what ever you ask they will quote some thing from this clipping and also will show you the clip.
