Muslim Representation in Gujarat Assembly

Salams to all,
Muslims in Gujarat are around 17% as per the Government census, although there are more Muslims than that figure, therefore if 'proportionate representation' would have been constitutionally allowed here in India (which it isnt) then the number of Muslim seats in the Gujarat Assembly would have been 30 out of 182. As the position stands we have only 5 Muslims in the Assembly
(3 from Ahmedabad, 1 fron Vagra and 1 from Wankaner)
Do you think 'Proportationate Representation' should be allowed ?
